Recurring assessment

In Austria, the regular inspection of motor vehicles and certain trailers prescribed by the Motor Vehicle Act 1967 is referred to as a recurring assessment , also known as §57a assessment . An assessment sticker, colloquially known as a "sticker", is attached to the vehicles that are assessed . The assessment sticker should not be confused with the motorway vignette .

The vehicle appraisal is generally regulated in Section V. Checking and appraising vehicles and trailers of the Motor Vehicle Act (KFG) and in the Testing and Appraisal Agency Ordinance (PBStV).

The recurring inspection is prescribed according to Section 57a ​​of the Motor Vehicle Act 1967 . It should ensure the traffic and operational safety of the motor vehicle; the environmental impact is also checked. The inspection date is based on the month in which the vehicle was first registered, but this can be postponed upon application to the authorities.

  • In the past, the annual assessment was mandatory for new vehicles of the EC vehicle class  M1 ( passenger cars <9 seats) since April 2002 and for vehicles of the class L (two and three-wheeled vehicles) since March 2020 the so-called 3-2-1 Regulation in force. According to this regulation, the first assessment is due three years after the initial approval , then after two years and then every year. The check can be carried out at the earliest one month before the month noted on the sticker, but must take place no later than the end of the fourth month after the month indicated.
  • For the most part all other vehicles that do not correspond to vehicle class M1 or L must be subjected to an annual assessment.
  • Historic vehicles are only examined every two years.
  • Stricter deadlines have been in effect for trucks since June 2018, only three months before the month of registration, but no overdraft.

Are exempt from this legal check, only trailer with which a speed of 25 km / h must not be exceeded, tractors , such as agricultural tractors and motor carts with a design speed of not more km than 25 / h, self-propelled machines and trolleys , with a design speed of no more than 30 km / h (all according to § 57a Paragraph 1). Also not covered are the vehicles that are principally excluded from the provisions of the Motor Vehicle Act, such as vehicles with a design speed of 10 km / h and bicycles including the terms covered by them (electric bicycles, scooters; § 1 KFG). Are also exempt vehicles owned by the state (Republic of Austria, including military vehicles ) and the Länder (federal states of Austria), from community associations , from local authorities (with more than 50,000 inhabitants), which operated by such authorities under their liability companies as well as vehicles of transport companies in exclusive property of the federal government if they employ suitable personnel who can carry out regular checks in accordance with the provisions.

If the sticker has already expired (even within the four-month period), it can lead to considerable problems abroad, up to and including the withdrawal of the license plate or registration certificate if this country does not recognize the tolerance.

Other forms of assessment are:

  • the special inspection ( Section 56  KFG) for vehicles "where there are concerns"
  • the on-site inspection ( Section 58  KFG), as part of a traffic control and similar measures

Scope of the recurring assessment

Today, badges are only issued in white and green. The white sticker is issued to cars , station wagons and trucks up to 3.5 tons with gasoline engines and catalytic converters, low-emission vehicles with diesel engines and trailers . All other vehicles receive a green sticker.

Originally there was the sticker in the color red. In the course of this assessment, only the most important components such as brakes , shock absorbers , rust on load-bearing parts and the like were checked. After the ecological aspect was gaining increasing attention in motor vehicles , the engine was also checked for its pollutant emissions . From this point on, green plaques were awarded. The red stickers only remained for the followers. Since the introduction of the catalytic converters , white stickers have been issued for these vehicles (and trailers), as they have different limit values . With the 9th amendment to the Testing and Assessment Agency Ordinance (May 20, 2018), the green assessment badges were abolished. At the same time, it was determined that a red assessment sticker should be given to historic vehicles.

For the §57a assessment, the registration certificate and, for vehicles with a maximum permissible total weight of more than 3,500 kilograms, proof of approval or a document must be brought along. In the course of the assessment, the following points (test elements) are checked:

Testing and assessment bodies

The §57a assessment may only be carried out at specially authorized facilities. This provision is regulated by law in Section 4 of the Testing and Assessment Agency Ordinance (PBStV). These facilities include “ civil engineers or engineering offices in the relevant specialist field, associations or tradespeople authorized to repair motor vehicles or trailers ”. These must have the facilities provided for the assessment of the respective vehicle categories and also use them during the implementation.

The check can therefore be carried out in specially authorized vehicle workshops, at the car driver clubs ARBÖ and ÖAMTC . A written report is drawn up on the result of the check and given to the registered owner on site.

Institutions are authorized to carry out regular assessments upon request by the respective governor , whereby the authorization may only be granted to trustworthy persons. At the same time, it must be specified in which way the test centers must be made recognizable. Any changes in personnel and facilities must be reported to the governor. The governor must regularly check the requirements for the granting of the authorization and the proper assessment. The authorization must be revoked if the authorized person no longer appears to be trustworthy.

Government agencies only check in special situations (special check, on-site check).

Test personnel

In § 3 of the testing and assessment centers Regulation (PBStV) the personal are qualifications for testing personnel and the appropriate personnel regulated. According to Section 57a, Paragraph 2 of the Motor Vehicle Act, authorized institutions may only carry out assessments if, in accordance with Section 3, Paragraph 1 of the Testing and Assessment Agency Ordinance, they have at least one suitable person for each assessment body, who must be present at each assessment. In addition, the staff must be authorized to drive the vehicle to be checked, i.e. in possession of a corresponding driver's license .

Persons are suitable for carrying out inspections if they have completed appropriate training in accordance with Section 3 Paragraph 3 Z 1–3 PBStV and at least one of six statutory requirements is met (for example, if the staff has successfully completed a technical college degree in vehicle technology and can provide evidence of at least two years of professional activity in the field of vehicle technology ). In addition, suitable persons must have the relevant technical knowledge and sufficient knowledge of the legal basis for carrying out assessments. To ensure this is guaranteed, these individuals must successfully complete appropriate courses at least every three years.

Result and assessment form

After the assessment, deficiencies, if any, are divided into four categories:

  • slight defect (LM) → the defect must be corrected "as soon as possible",
  • severe defect (SM) → the defect must be remedied "at the next workshop",
  • Imminent danger (GV) → the defect must be remedied "immediately".
  • Faulty regulation (V) → the vehicle may no longer be driven as long as the faulty regulation has not been remedied.

According to Section 57a, Paragraph 4 of the Motor Vehicle Act , the expert report prepared on the basis of the review must be issued on a so-called assessment form, the provisions of which are regulated in Section 5 of the Testing and Assessment Agency Ordinance. On this sheet, which is a public document, only the deficiencies are listed and the respective authorized body must be traceable. This is guaranteed by the assessment body stamp on which an assessment body number can be recognized. This number must be assigned by the respective governor of the institution. The layout of the assessment forms and the program for their creation must also be approved by the Minister for Transport, Innovation and Technology. The creation of the forms must be automated, for which the facility must ensure, and it must be possible to process them by computer .

The assessment badge will only be issued in the event of a faultless assessment or results with only slight defects. All other defects must be corrected before a new assessment.

As proof of the assessment, an assessment sticker in white is attached to the vehicles, and in the case of historic vehicles an assessment sticker in red. The following are stamped on the assessment sticker:

  • Mark
  • Badge number
  • The next review is due
    • Year, 2-digit clockwise in the inner number ring
    • Month, 2-digit clockwise in the outer number ring

It also contains a security hologram and is a public document, the falsification of which is a criminal offense.

The assessment sticker is to be attached to the outside of the vehicle so that the expiry date can always be easily determined from outside the vehicle. For passenger cars, this is at the upper right corner of the windshield to be placed in motorcycles , the equally mopeds comprise, on the front right-hand spar of the fork . In the case of buses and trucks, the sticker must be affixed to the lower right of the windshield and in the case of trailers to the drawbar .

In the event of a change in the approval, upon presentation of a valid inspection report, the approval office will issue an exchange sticker with the same expiry date and the same number punched out. Furthermore, an authorized body must issue a replacement sticker to a registered owner on request or affix it to the vehicle if the existing one has been damaged or illegible.
