Swiss motorway vignette

A motorway vignette is a country-specific sticker as proof of payment of a toll due to use the motorway network in this country. Such a vignette is used in many countries as proof of payment of the motorway toll. The vignette is stuck on the front of the vehicle, whereby the national regulations differ from each other.

Bulgaria

In order to use the highways and motorways, residents and foreigners who use a multi-lane motor vehicle must purchase a vignette . For vehicles under 3.5 tons there are weekly, monthly, 3-month and annual tickets, as of 2020 at the price of 15/30/54/97  lev . Motorcycles are not required to have a vignette.

Weekly and monthly vignettes had to be punched by the sales office until the electronic vignette was introduced. You can also drive within the city without a vignette - you can only pass from one place to another via country roads. The toll sections of the trunk roads are each (mostly) marked with signs. Vignettes can be purchased at the border crossings and at the larger petrol station chains.

In 2005 the ADAC warned against the sale of counterfeit Bulgarian vignettes even by border officials.

Video bridges have been used since 2016 to control the use of vignettes. These are located on the trunk roads (bul. Магистрале) in the transition from one free urban zone to the neighboring one. It is not known whether they all work. When leaving the country, the license plate is used to check whether toll roads have been used without a vignette and, if necessary, a replacement toll is collected.

On January 1, 2019, the Bulgarian sticker was replaced by an electronic sticker. This can now be purchased either online with bank transfer or credit card or on site from self-service machines with credit card or at cash registers with the national currency.

Germany

There is no motorway vignette in Germany (see also car toll in Germany ).

Before the introduction of the Toll Collect system, there was a Euro vignette for trucks . This expired on August 31, 2003 and brought the state around 38 million euros per month. The vignette introduced in 1995 cost 750 to 1550 euros a year for heavy trucks without pollutant filters. The Motorway Toll Act for Heavy Commercial Vehicles of April 5, 2002 included these regulations. Because of the current EU road cost guideline , the vignette fees could not be increased.

The Infrastructure Tax Act (InfrAG), which came into force on June 12, 2015, introduced a general tax obligation for cars in Germany. According to its wording, this provided for a tax obligation for the use of federal highways , which should represent an annual tax for cars registered in Germany. For cars not registered in Germany, the obligation to pay this tax would have arisen before the start of using a motorway. The payment of the tax would be indicated by a motorway vignette ( Section 5 (1) InfrAG).

The levying of the charge should begin after the Federal Motor Transport Authority, with the consent of the Federal Ministry of Transport and Digital Infrastructure, had determined that the system required to collect the infrastructure charge was technically operational. After the decision of the European Court of Justice, however, the planned toll model was banned because it would have shown unequal treatment between residents and foreigners and the toll plans were discarded.

Montenegro

From July 15, 2008 to December 31, 2011, the toll-like annual environmental fee Eko Naknada was levied at the borders of Montenegro for road vehicles . The annual pass cost 10 euros for a car (2011) and was stuck to the windshield as a vignette.

Austria

Note on the obligation to pay a toll before entering the motorway or expressway

For motorways and expressways in Austria , a usage fee has to be paid since 1997 (then price ÖS 550, - or 39.88 €). Before driving onto a road that requires a vignette, a motorway vignette, also known as a "motorway pickerl ", must be properly attached to the inside of the windshield. There is no obligation to use a vignette for special toll routes .

The beginning of the roads that require a vignette is marked with a "Vignette / toll" sign (see picture) so that at least a few meters in advance there is still the possibility of turning or turning. Due to the new need for alternative routes due to the obligation to pay fees, these were for the first time provided with signposting in the following years, which is valuable for bicycle and moped traffic. Small road junctions at autobahn parking lots or autobahn stations, if they were not left open anyway or only lead into a parking lot for employees and suppliers separated from the autobahn, were increasingly restricted or marked with "Vignette obligation ...".

When it was introduced in 1997, there were initial difficulties with the delivery of weekly vignettes for buses and cars. In individual media ( Ö3 Wecker Vignettenmann, Kurier ) there were also reports about poor properties of the adhesive used, which, however, were due to non-compliance with the minimum processing temperature specified on the vignette and were not discussed in the parliamentary review. All revenues from the vignette benefit the infrastructure company ASFINAG and do not flow into the general Austrian state budget.

Vignette types and prices

Vignettes are issued for vehicles up to 3.5 tons. Until the introduction of the distance-related truck toll in Austria in 2004, vignettes also existed for vehicles over 3.5 tons. Vignettes are available as 10-day, 2-month or annual vignettes, the invoice includes 20% sales tax, which foreigners may be able to reimburse.

The vignette prices are legally adjusted annually according to the harmonized index of consumer prices (HICP).

The annual vignettes are from 1 December of the previous year to 31  January valid the following year. The 2-month vignette is punched by the point of sale on a desired day and is valid from this day up to and including the numerically same day two months later, i.e. a maximum of 63 days. Three times “two months” is 10% cheaper than “one year” - only in the car category; From May 28, three 2-month vignettes cover the period up to the annual vignette of the following year. The 10-day vignette is punched with the first of exactly ten days of validity. For cars, mobile homes and other vehicles up to 3.5 tons max. Total weight, the vignette must be attached from the inside to a clearly visible position on the windshield. In the case of motorcycles, the vignette must be attached to a clean and non-replaceable outer part of the motorcycle, such as B. to be attached to the fork leg or to the tank. There is basically no additional vignette requirement for car trailers.

Former: weekly vignette and corridor vignette

In the first year of the collection of the motorway toll, there was a weekly vignette instead of the current 10-day vignette, which many drivers mistook as a 7-day vignette. However, the validity was tied to the calendar week. However, the vignette valid for the next week was already sold from Thursday, so the validity was between a minimum of five days (Wednesday to Sunday) and a maximum of eleven days (Thursday to Sunday of the following week).

From September 1, 2008 until the day the second tube of the Pfänder tunnel was completed on July 4, 2013, a special corridor vignette was offered as a special arrangement for transit travelers between Germany and Switzerland via the A 14 and through the Pfänder tunnel , which was valid for 24 hours . It cost € 2 per direction of travel and entitles you to drive on the motorway from the state border near Hörbranz to the Hohenems exit.

From the year of validity 2018: digital vignette

The ASFINAG motorway operating company has been offering so-called "digital vignettes" in addition to the existing sticker vignettes for single-lane vehicles and vehicles up to 3.5 tons since November 2017, whereby the period of validity and prices are identical. In this case, the assignment is not made via stickers on the vehicle, but via the license plate electronically stored in the vignette register. This means that the fee for several vehicles with the same number plate ( change number plate ) only has to be paid once. The fee is also considered paid if the windshield is broken or the vehicle is changed. The “digital vignette” can be purchased online via the ASFINAG website or smartphone app. For reasons of consumer protection (right of withdrawal), the “digital vignette” is valid from the 18th day after purchase at the earliest. This deadline does not apply to purchases in tobacconists , petrol stations and car driving clubs. Since November 2018 it has also been possible to automatically extend the “digital annual vignette” until it is revoked (vignette subscription).

Exemption from duty

Vehicles of the armed forces as well as of public security services or emergency vehicles that are equipped with a blue light according to § 2 paragraph 1 and paragraph 5 are exempt from the toll . Vehicles that are used by an international organization as part of peacekeeping are also toll-exempt.

However, vehicles that only have a blue light notification according to § 20 KFG , such as doctors or emergency vehicles of the EVU , are not entirely exempt . This also includes the vehicles of the voluntary organizations, such as mountain or cave rescue, which means that these vehicles are only exempted during emergency trips, but not during practice or training trips. In order to abolish this unequal treatment, Transport Minister Norbert Hofer (FPÖ) announced on January 29, 2018 that the toll regulations should be changed by the National Council in a few weeks to allow the voluntary emergency organizations "Water, Cave and Mountain Rescue" in Austria with their official vehicles generally to allow the free use of the motorways (etc.), not only as before for emergency trips with blue lights, but for any trips.

A local exception for the A1 route from Salzburg-Nord to the Walserberg border crossing was applied for by the Greens and ÖVP in Salzburg city and state and was voted on in the National Council on November 11, 2019. In the budget committee of the National Council, an exception to the vignette requirement for a total of 5 sections of the motorway network was passed with the votes of the ÖVP, the Greens and the NEOS. Specifically, it is about 4 pieces of motorway near the border in Vorarlberg, Tyrol (Inntal motorway (A12) between the border and the junction (ASt) Kufstein-Süd), Salzburg ( West motorway (A1) between the border at Walserberg and the ASt Salzburg Nord) avoiding the alternative traffic, mainly German drivers, on low-ranking roads. In Linz, the bypass bridges, which have been under construction since January 2018, are to be accessible on both sides of the VÖEST bridge (A7), which are to be completed in June 2020, without a vignette. Furthermore, further exceptions should be possible for safety reasons if necessary.

Anyone caught in Austria without a valid vignette or with a manipulated vignette can pay a replacement toll on site in the amount of up to 240 euros (for vehicle category B), which also entitles them to drive on the road network that requires a vignette on the day and the day after the replacement toll payment. If the replacement toll is not paid properly, administrative criminal proceedings will be initiated with a penalty of between 300 and 3,000 euros.

Since November 2007, the vignette checks have not only been carried out by visual checks by the ASFINAG toll authorities, but also automatically using mobile camera systems. The first use took place on the Südosttangente (A 23) in Vienna.

When the vignette is peeled off the windshield, the words “Invalid” and “Invalid” appear and the remains of the letters remain on the windshield.

Romania

In Romania, a vignette, the so-called Rovinieta, is mandatory on motorways and national roads . Since October 1, 2010, this is no longer affixed to the windscreen as a vignette, but rather electronically registered, as in Hungary. A bridge toll has to be paid for the three bridges (Vidin, Russe, Cernavoda). The Rovinieta is available to tourists online, at Rompetrol petrol stations and shops at the border crossing. Locals can also get them at the post office. It is strongly recommended to keep the purchase receipt, because not all controls en route and upon departure have an online query and therefore require the receipt.

Switzerland

Motorway without mandatory vignette

In Switzerland , tolls on national roads are paid using a motorway vignette. It should be noted that cantonal motorways and motorways do not require a vignette. The vignette is stuck directly to the inside of the windshield (without an intermediate film that would invalidate the vignette) and indicates the period of validity. In the event of a check, it can thus be quickly determined whether the fee has been paid or not.

The motorway vignette was approved by the Swiss population in a referendum in February 1984 and made binding in 1985. It was created at a time when fuel (petrol / diesel) was more expensive in Switzerland than in neighboring countries and was primarily intended to enable pure transit drivers to contribute to road maintenance. As an alternative, tunnel fees (especially to Gotthard and San Bernardino ) were up for discussion. These would also have affected the local industry.

The design of the vignette was created by the Bern graphic artist Roland Hirter . From 1985 to 1994 the price was CHF 30 per year. In a referendum on February 20, 1994, the price was increased to CHF 40 on January 1, 1995  . A referendum was held in 2013 against a planned increase to CHF 100 , and the “Amendment of March 22, 2013 to the federal law on the tax on the use of national highways” was rejected at the federal referendum on November 24, 2013 . The period of validity is 14 months, from December 1st of the previous year to January 31st of the following year. The vignette for 2020 is valid from December 1, 2019 to January 31, 2021.

In 2011, 62% of all motorway vignettes sold were sold in Switzerland, 20% at Swiss border posts and 18% at foreign sales points.

Motorcycles , motor vehicles and trailers up to a total weight of 3.5 tons each are subject to a vignette at CHF 40 each; Trucks have to pay the HVF . The year of validity is currently displayed with two digits. In contrast to other countries, there are no vignettes for shorter periods.

We are currently working on the introduction of a voluntary e-vignette, which is expected to come onto the market in 2022.

Attachment

The motorway vignette must be affixed to the vehicle as follows: In the case of motor vehicles, it must be affixed to the inside of the windscreen (on the left edge or behind the interior rear-view mirror), in the case of trailers and motorcycles, it must be affixed to a non-exchangeable, easily accessible part. When attaching the vignette, please note that it must be affixed directly to the windshield; Vignettes only attached with adhesive strips, foils or other aids - possibly removable - will not be tolerated and will be punished in accordance with the statutory provisions.

Since December 1, 2011, anyone who uses toll motorways and motorways in Switzerland without a valid vignette must expect a fine of 200 francs and the price of a vignette. Drivers of a vehicle with an incorrectly affixed vignette or with a removable film will be fined 200 francs; the fine for incorrectly affixed or covered with a foil vignette can be levied at the border, even if you have not yet used the motorway. However, if you enter Switzerland via a motorway toll without a vignette, you can buy a vignette at the normal price directly at customs.

The year is usually marked with two digits (starting with 85 for 1985). The only exception is the vignette from 2000, which was marked with all four digits.

The annually changed color combinations of the adhesive-coated back are listed here. This vignette side is stuck to the inside of the windshield and is therefore visible from outside the vehicle.

Slovakia

Slovak annual vignette 2007

In Slovakia, a vignette is required for the use of motorways and expressways with the exception of some city crossings (e.g. Bratislava) and single-lane routes (except for motorcycles). Until 2009, vehicles with a total weight of more than 3.5 tons also required such vehicles for using 1st-order roads; route-based truck tolls have been in use for these vehicles since the beginning of 2010. From 1995 to 2015 there were classic adhesive vignettes, which were replaced by electronic vignettes (called eznámka ) on January 1, 2016 . The vignette can be purchased online, via a smartphone app or at selected business locations (e.g. petrol stations, border crossings).

Anyone using highways and expressways that require a vignette without a valid vignette must pay a fine of 50 to 200 euros on site. In administrative criminal proceedings, a penalty range of between 100 and 500 euros applies.

  • Vignette prices 2020 for vehicles under 3.5 tons:
    • Annual vignette: 50 euros (valid from January 1st of the current calendar year to January 31st of the following year)
    • 30-day vignette: 14 euros
    • 10-day vignette: 10 euros

Until the end of 2011 there was a 7-day vignette, but this was replaced by a 10-day vignette in 2012.

Since 2016, only “electronic vignettes” have been issued, which are checked by comparing the number plates.

The sale takes place mainly over the Internet, the payment by credit card. However, sales outlets are still set up at the border crossings.

Slovenia

Since July 1, 2008, motorway and expressway users in Slovenia must have affixed a valid vignette for vehicles under 3.5 tons.

Since July 1, 2009 there are four types of vignette. As of January 1, 2014, prices were increased, as well as a new category 2B for vehicles up to 3.5 t. imported with a height above the front axle of more than 1.3 m (certain delivery vans and vans , but not mobile homes . These are calculated in category 2A like cars). For vehicles that fall into category 2B, there is a vehicle list that is binding regardless of the actual vehicle height at the height of the front axle. As a result, the increased amount is due even for vehicles that are lower on the front axle and are therefore less than 1.3 m: a Mercedes Viano is classified in the cheaper class 2A, while a similar VW T5 is in the twice as expensive class 2B falls. In December 2014, some of the prices were lowered again under pressure from the EU. As of 2015, they are as follows:

    • single-track vehicles: 55.00 euros

Czech Republic

In the Czech Republic, the use of motorways by vehicles with at least four wheels or carriages is subject to a fee. The payment of this fee is proven by a two-part vignette (Czech: dálniční kupón, známka). Part of the vignette must be attached to the lower right of the windscreen, the other part must be carried as a receipt. The registration number of the vehicle must be entered on both parts. The switch to electronic tolls is planned for 2021.

Regulation since 2010

Since December 2009, vehicles over 3.5 to 12 tons must also pay a route-based toll . For vehicles up to 3.5 tons, the vignette prices rose by 20%. Instead of the 7-day vignette, a 10-day vignette was introduced. There is no vignette requirement for motorcycles.

At some points of sale close to the border, the vignette can also be paid in euros, although the amount can increase by up to 50% due to unfavorable exchange rates and fees. In Germany, the vignettes are available at motorway service stations near the border or from the ADAC at the above prices in euros.

Hungary

To use the motorways in Hungary, you need to purchase a virtual vignette (e-Matrica), which is available for a period of 10 days, a month or a year. In contrast to other countries, since January 1st, 2008 no sticker has to be stuck to the windshield: the control is carried out by cameras and computer systems. Here, the license plates given at the time of purchase are compared with the central data record. The proof of purchase should be kept for one year after it has expired. In the case of typing errors regarding the license plate number, a reminder from the Euro Parking Collection plc (EPC) from London can be expected after approx. 3 months.

  • Prices for passenger vehicles up to 3.5 tons and 7 seats (category D1)

  • Since January 1, 2015, a separate vignette (category U2) whose prices correspond to category D1 must be purchased for trailers whose towing vehicle corresponds to category D2.
