Wilfried Hophan

Wilfried "Willy" Hophan (born November 29, 1918 in Näfels , † January 10, 1991 in Sarnen ) was a Swiss politician ( CVP ). From 1982 to 1986 he was a member of the Council of States of the canton of Obwalden .

Life

After visiting the college in Sarnen , Hophan obtained a commercial diploma in Zurich and completed training as a textile merchant at the technical college in Hätzingen. From 1970 he was a member of the board of directors of the Obwalden electricity company .

Political offices

Hophan was from 1951 to 1962 Sarnen councilor for the Catholic Conservatives and from 1962 to 1973 Obwalden cantonal councilor . From 1973 to 1986 he was Councilor for the CVP, as such, he directed the Department of Finance. He pursued a rigorous austerity policy to restore the canton's finances. In 1974, 1976, 1978 and 1980 he was Landammann . He campaigned for the canton to buy back the Lungerersee power plant from the Centralschweizerische Kraftwerke (CKW), which was decided in 1980 .

Hophan was a Councilor of States from September 20, 1982 to April 1, 1986. At the Obwalden Landsgemeinde 1986 he decided not to run again as a result of an affair involving the cantonal tax administration that was subordinate to him as finance director. The Obwalden tax administration was accused by the federal tax authorities of inadequate assessment procedures and unlawful tax breaks, which led to tax losses of around CHF 22 million and prompted the federal government to take regulatory measures. The then finance minister Otto Stich temporarily withdrew its tax sovereignty from the canton of Obwalden. When the extent of the tax affair became public, Hophan was forced to renounce his mandate as a councilor if he did not want to risk being voted out of office by the local community like his predecessor Jost Dillier in 1982.
