Wilfried Legate

Wilfried Legat (born December 12, 1933 in Berlin , † September 16, 2017 ) was a federal civil servant and expert in transport planning who, after his retirement, took on, among other things, expert and consultant activities for development projects abroad. From 1971 to 1999 he was head of division at the Federal Ministry of Transport in Bonn and later as a professor at the Technical University of Berlin . Legat was also the author of two autobiographical books.

Career

After graduating from high school in East Berlin, Legat went to Hamburg , where he quickly completed his studies in 1956 as a graduate economist.

He describes his childhood and youth in his book Exchange Rate. A youth in Berlin . He reports on typical experiences from the time of Stalinism in the two-part Berlin. In his unpublished book of memories, In the West , he describes his experiences in Hamburg as a student at work .

Legat began his professional career as a research assistant at the Hamburg State Statistical Office . Among other things, he wrote special publications for the Hamburg in Numbers series published by the State Statistical Office with data from a household and transport survey carried out in Hamburg in 1956.

In 1959 Legat moved to the Federal Statistical Office in Wiesbaden , where he was initially entrusted with tasks relating to transport statistics and national accounts as a research assistant and later as head of department . He wrote specialist articles in the Economics and Statistics series published by the Federal Statistical Office . In addition, he wrote journalistic articles and essays on statistical and transport policy issues for newspapers and popular magazines.

In 1971 Legat moved to the Federal Ministry of Transport in Bonn. As head of department in the transport policy policy department, he dealt with economic problem analyzes, questions of traffic safety and, as research officer of the ministry, also with fundamental questions from research and development.

In addition to his work in the Ministry of Transport, Legat was a lecturer at the Technical University of Berlin, which appointed him honorary professor in 1985 . After leaving the federal service, he was visiting professor and acting head of the “Integrated Transport Planning” department until March 2000 . His research dealt with Berlin's urban and traffic design. In an expert report for Berlin business associations, he advocated the maintenance of Tempelhof Airport as a location for business aviation and as a government airport .

He also took on consulting assignments that increasingly took him abroad. For example, he took part in a three-year development project of the European Union in Russia , which was supposed to support the creation of a transport regulatory framework compatible with Europe. He calculated claims for compensation that arose from aircraft accidents over Lake Constance and in southeastern Turkey. Finally, he accompanied a three-year development project of the German government to improve the Afghan civil aviation.

Legat last lived in Berlin again. His third marriage was to Ulrike Legat, who also accompanied him as a project assistant on all missions abroad. Two sons and two daughters come from the first and second marriage who live in Hamburg and southern Germany. His grave is in the Dahlem forest cemetery .
