Real State Council (Russia)

Real Council of State (Russian действительный статский советник, deistwitelnyi statski sowetnik) was a civil rank in the Russian Empire . It was introduced as fourth grade by Peter the Great in 1724, and in the same year the privy councilor was promoted from fourth to third grade. The owner should be addressed as "Your Excellency" ( Russian Ваше Превосходительство , Vashe Prevoskhoditelstvo).
