Wolfgang Otto Martin Rutschke (born November 27, 1919 in Heegermühle ; † August 12, 1996 in Sankt Augustin ) was a German lawyer , administrative officer and politician ( FDP / DVP ).

Life and work

Rutschke was born as the son of the school principal Paul Rutschke and his wife Margarete Rutschke. Wetzke was born in Heegermühle (Brandenburg). He is a descendant of the theologian and writer Johann Timotheus Hermes . After attending elementary school and graduating from high school in Berlin, he studied law and political science at the universities in Berlin , Breslau and Heidelberg . However, he had to interrupt his studies because he was drafted into the armed forces. From 1939 to 1943 he took part in the Second World War as a soldier , from which he returned home as a severely disabled person. He then continued his studies, which he achieved with two state examinations as well as with the doctorate to Dr. jur. (Prof. Jellinek in Heidelberg) finished.

Rutschke entered the administrative service in 1945 as a government assessor, was promoted to the government council in 1948 and had worked in the burden equalization administration since 1950, including as head of the state office for emergency aid in Württemberg-Baden . In 1970, as Ministerial Director, he took over the management of the Displaced Persons Department in the Federal Ministry of the Interior . Since 1972 he has been deputy chairman of the board of trustees of the Berliner Festspiele . From 1984 he was chairman of the board of directors of the equalization bank , of which he had been a board member since 1973.

He was born with Ruth Maria Lindovsky (born November 24, 1923 in Mährisch Ostrau, † March 26, 2010 in Sankt Augustin) married; they had two children together.

Political party

Rutschke joined the FDP / DVP in 1951 . From 1954 to 1963 he was chairman of the FDP / DVP district association Karlsruhe -Land, was elected to the state board of the FDP / DVP Baden-Württemberg and was chairman of the civil servants' committee since 1955. In addition, since 1956 he was deputy chairman of the FDP / DVP district association in North Baden .

MP

Rutschke had been a member of the German Bundestag from the 1957 election until his resignation on January 7, 1971, and was temporarily deputy chairman of the FDP parliamentary group. He was always drawn into parliament via the Baden-Württemberg state list. He was also a member of the Consultative Assembly of the Council of Europe and the Western European Union (WEU) from 1961 to 1970 .

Public offices

After 1945 Rutschke was the deputy district administrator in Sinsheim , Weinheim and Mosbach . From January 1971 to December 1973 he was a permanent state secretary in the Federal Ministry of the Interior.
