action

The film begins on Diwali with the murder of Vijay Khanna's young parents, committed by a man of unknown identity with a white horse on his bracelet "zanjeer". Because of this traumatic event, Vijay keeps having nightmares of a white stallion. Even as a child, Vijay remains socially awkward, staying away from the other children and showing the audience that he is keeping himself on his own. Fast forward 20 years, and Vijay is now an inspector, an honest police officer in a city where there are few. He receives complaints about a local man, Sher Khan, who works in gambling halls. When he calls Khan for interrogation, Khan's superiority complex fights against Khanna's police department. He scolds the officer and says he only orders him because of the uniform he is wearing. Vijay accepts his challenge and meets him in street clothes to fight him. At the end of the fight, Sher Khan not only closes his gambling den, but has earned respect for Vijay. He becomes a car mechanic and reforms his ways.

Various underworld dealings continue unabated throughout the city and can be traced back to gang leader Teja. A mysterious caller keeps calling Inspector Khanna to let him know when a crime is imminent, but hangs up before Khanna can glean more information. When several children are dead in a traffic accident committed by gang members, a witness, a street artist named Mala, is bribed by Teja's men to keep her silent. When questioned by Vijay, he gets angry because she denies that she knows something. To influence them differently, she takes them to the morgue to see the mutilated bodies of the children. She has a change of heart and comes in and asks that the bribe be donated to an orphanage. She identifies the man behind the traffic accident.

As soon as it is known that Mala has broken her word, Teja's men come after her. She is chased through the night, flees just over the train tracks and comes to Inspector Khanna's house, who is desperately looking for protection. He lets her in, allows her to stay, and the two discover that they are both orphans and discuss the fears associated with living alone. Khanna kindly takes them to his brother and sister-in-law, and under the guidance of the sister-in-law, Mala begins to learn how to stay indoors, as well as English and other refinements. Eventually Vijay is framed for bribery, stripped of his title and position as inspector, and imprisoned for 6 months on false charges, captured by Teja. If he is released from prison, he plans to take revenge. Mala has since evolved from a frightened stranger seeking his help and a romantic interest in him. She asks him to seal their relationship that he has to stop being so vengeful. He agrees, but soon has to agree to such a promise when he meets the informant in a Christian cemetery who had called him earlier as an inspector. The man De Silva appears half crazy and holds on to an empty bottle. He says his three sons drank poisoned moonlight for Christmas a few years earlier and died from it. Until the killer is found, he will wander on with the bottle. When local criminals mocked him and thought he was crazy, he vowed to contact them as quickly as he could: by calling the inspector when a crime was imminent. After hearing this news, Vijay became depressed, torn between his desire to help the distressed De Silva and his need to promise Mala that he would not take revenge on the city's lowlifes. Eventually, along with a concerted attempt by Sher Khan to cheer Vijay up, Mala gives in, vowing she won't try to control him, saying he must do the right thing. The trail of the spoiled moonlight leads back to Teja and his men. When Vijay finally cornered the crook on Diwali, with fireworks bursting over him, Vijay also learns that the person who murdered his parents that same night 20 years ago is Teja, recognizable by the zanjeer on his wrist. Sher Khan helps him fight Teja and his men and take justice into their own hands until the police arrive. When the hapless police inspector is held at gunpoint by Teja, Vijay manages to pull a pistol out of the ground and shoots him, his body falling into the pool.
