Älichan Muchamedijauly Bäimenow ( Kazakh Әлихан Мұхамедияұлы Бәйменов , Russian Алихан Мухамедьевич Байменов Alikhan Muchamedjewitsch Baimenow * 25. March 1959 in Karsakpai, Kazakh SSR ) is a Kazakh politician.

Life

Älichan Bäimenow was born in 1959 in the village of Karsakpai in what is now the Karagandy region . He studied at the Djeskazgan branch of the Karaganda Polytechnic Institute, where he graduated in 1981. Between 1985 and 1988 he also attended the Moscow Automobile and Road Institute.

After graduating from the Polytechnic Institute, he worked there as an assistant until 1983. After visiting the Automobile and Road Institute in Moscow, he returned to Dscheskasgan and taught as a lecturer at the local branch of the Polytechnic Institute. He later became a staff member and deputy dean of the Faculty of Mining and Mechanics. In 1992 he became deputy head of the regional administration of the Sheqasghan area and thus held a political office for the first time. From 1994 to 1995 he was Deputy Chairman of the Supreme Council of Kazakhstan and then Deputy Minister of Labor of the country. In September 1996 he became deputy head of the presidential administration and from October 1997 to August 1998 he headed the office of the Kazakh Prime Minister. Then he was head of the presidential administration. On February 17, 1999, he became chairman of the newly created public service agency. Since August 7, 2000, he has been Minister for Labor and Social Protection in the cabinet of Qassym-Shomart Toqayev . He held this office until November 2001.

In November 2001 he was a co-founder of the Kazakh opposition alliance "Democratic Election of Kazakhstan". He was also one of the founders of the Ak Schol Democratic Party , which he chaired from March 2005 to 2011. He stood with the party in the 2004 parliamentary elections and was able to win the official result after twelve percent of the vote. Bäimenow did not recognize the election result and refused his mandate in the Maschilis , the lower house of the Kazakh parliament. In the 2005 presidential election , he ran as a candidate for the Ak Schol Democratic Party. But he was only able to win around 1.6 percent of the votes and ended up in third place.

On July 1, 2011, he was reappointed Chairman of the Public Service Agency, which he remained until September 2014. Since then, he has been chairman of the public service steering committee.
