The kkStB 3.001 was built for the ÖNWB at the suggestion of its chief inspector Anton Elbel in 1879 by the Floridsdorf locomotive factory in order to enable efficient handling of traffic on the branch lines. The small steam locomotive with the number ÖNWB 401 , which formed the series ÖNWB IXa, had therefore also integrated a luggage compartment.
Operationally, they were satisfied with the machine because it could be used cost-effectively when only 20 passengers had to be carried. The locomotive was even allowed to be driven by one man.
After the ÖNWB was taken over by the kkStB in 1909, the baggage locomotive was classified as kkStB 3.001 .
In the course of decommissioning six baggage locomotives between 1909 and 1912, the 3.001 came to the Austrian Railway Museum . In 1920 the vehicle was exchanged for a cogwheel locomotive of the Gaisbergbahn and scrapped.

In 1880 the Kremsier Railway procured an Elbel luggage railcar similar to the ÖNWB 401 (see above), which, however, had a shorter wheelbase due to the narrower curve radii. Other small differences can be found in the tables.
The Kremsier Railway finally came to KFNB , which added the baggage locomotive to its class IX with the number 901 and the name FÜRSTENBERG . When the KFNB was incorporated into the kkStB in 1906 , the vehicle was given the number kkStB 3.002 . The kkStB decommissioned it as early as 1912.
