Øystein Mæland

Øystein Mæland (born March 26, 1960 in Rjukan ) is a Norwegian doctor and politician of the social democratic labor party . From June 20, 2011 to August 16, 2012 he was President of the Political Directorate . The authority, which reports directly to the Norwegian Ministry of Justice and Police, is responsible for the technical management, control and development of the Norwegian police force. Following criticism of the police operation in connection with the attacks in Norway by a commission of experts , Mæland resigned from this position with immediate effect.

Life

Professional career

After graduating from high school, Øystein Mæland began studying medicine and criminology , which he completed in 1986 with a medical state examination. From 1989 to 1994 and from 1997 to 2000 he worked as a doctor. In 2000 he was recognized as a specialist in the field of psychiatry . Between 2002 and 2004 he was a senior physician at Aker University Hospital ( Aker universitetssykehus ) in Oslo. In 2004 he took over the management of the psychiatric department at Ullevål University Hospital , which was then the largest hospital in Norway. After various previously independent university hospitals merged to form the Oslo University Hospital ( Oslo universitetssykehus ) in 2009 , Mæland became director of the local clinic for mental health and addiction disorders (Klinikk for psykisk helse og avhengighet).

Political career

From 1979 to 1982 Øystein Mæland headed the Oslo branch of the social democratic youth organization Arbeidernes Ungdomsfylking (AUF) and was later (1983-1989) also a member of its imperial board. 1983 to 1986 he represented the Arbeiderpartiet in the Oslo City Council. From 1988 to 1989 he was political advisor to the then Norwegian Foreign Minister Thorvald Stoltenberg and temporarily also to Energy Minister Arne Øien . In the Brundtland III government and the Jagland government , he was State Secretary in the Ministry of Justice and Police under the ministers Grete Faremo , Anne Holt and Gerd-Liv Valla (1994–1997). He held the same position again in the Jens Stoltenberg I government (March 2000 – October 2001).

On May 27, 2011, he was the first non- lawyer to be appointed President of the Political Directorate (often referred to as “Police Chief” in German media); on June 20, 2011 he took up the position. He resigned from his post on August 16, 2012 following sharp criticism of the Norwegian police's crisis management in connection with the attacks in Norway . He stated that he would not be able to exercise the office without the unreserved support of the Justice Minister (Grete Faremo again since November 2011). A report by an independent commission of inquiry had shortly before come to the conclusion that the attacks in Oslo and Utøya would have benefited from significant security gaps and that the attacks could have been prevented with better terrorism prevention.

Private

Øystein Mæland is an openly gay person and is married to the psychotherapist Rolf Nicolay Aspestrand (* 1964). Mæland and Aspestrand are the parents of two children born to surrogate American mothers . Since Norway forbids surrogacy on its territory and only tolerates it abroad under certain conditions, it came under criticism in 2011 from representatives of the Kristelig Folkeparti and the right-wing populist Fremskrittspartiet .

Mæland is considered a close friend of the former Norwegian prime minister and current NATO Secretary-General's Jens Stoltenberg . He was the best man at his wedding in 1987 .
