Ġużè Cassar

Joseph "Ġużè" Cassar (born January 22, 1918 in Qrendi ; † November 27, 2001 ) was a Maltese politician of the Partit Laburista (PL) and the Malta Workers Party (MWP), which ran between 1945 and 1962 and again from 1971 to 1992 Member of the House of Representatives , Speaker of the House of Representatives from 1947 to 1948 and Minister of State several times. Between 1976 and 1979 he held the post of Vice Prime Minister.

Life

After attending the Lyceum in Gozo, Cassar completed a law degree at the Royal University of Malta and, after graduating in 1943, began working as a lawyer . He began his political career when he was elected for the first time as a member of the House of Representatives in the elections on September 10 and 12, 1945 for the Partit Laburista. In November 1947 he took over the function of Speaker of the House of Representatives and held this position until he was replaced by Pietru Paul Debono in April 1948.

Cassar himself became Minister of Justice and Minister of Parliamentary Affairs (Ministru tal-Ġustizzja u Affarijiet Parlamentari) in the cabinet of Prime Minister Paul Boffa in April 1948 . He held this ministerial office until the end of Boffa's tenure on September 26, 1950.

When the Parit Laburista split in 1949 and Prime Minister Boffa founded the Malta Workers Party (MWP), Cassar "Pawlu" Boffa joined. In the elections on September 2 and 4, 1950 and May 5 and 7, 1951, he was elected a member of the House of Representatives for the MWP. After Prime Minister Ġorġ Borg Olivier formed a coalition government between his Partit Nazzjonalista (PN) and the MWP, he again took over the office of Minister of Justice (Ministru tal-Ġustizzja) in this second Borg Olivier cabinet . After the coalition had defeated the budget deliberations on October 9, 1953, he resigned with the other two ministers of the MWP (Minister of Health and Social Services Paul Boffa and Minister of Industry and Trade Johnnie Cole).

Return to the Partit Laburista, Minister and confidante of Dom Mintoff

Immediately afterwards, Cassar left the MWP and rejoined the Partit Laburista, whose chairman since the split in 1949 was Dom Mintoff . In the new elections that followed on December 12 and 14, 1953, he was then re-elected as a member of the House of Representatives and was a member of the House of Representatives until February 19, 1962. In the first cabinet of Prime Minister Mintoff, he again took over the office of Justice Minister on March 11, 1955 and held this position until Mintoff's resignation on April 26, 1958.

In the elections on February 17 and 19, 1962 and the subsequent elections on March 26 and 28, 1966, Cassar refrained from running for the House of Representatives because of the anti-church course of the PL. In the elections on June 12 and 14, 1971, he was again elected for the Partit Laburista as a member of the House of Representatives, to which he was now until ... After the PL had won these elections, he was appointed by Prime Minister Mintoff on June 21, 1971 as Minister for Labor, Employment and Social Security (Ministru tas-Servizzi Soċjali u Xogħol) in his second cabinet . As part of a cabinet reshuffle, he swapped offices with Agatha Barbara in September 1974 and took over from her as Minister of Education and Culture (Ministru tal-Edukazzjoni) .

Vice Prime Minister 1976 to 1979

In the third Mintoff he was initially minister of education before becoming Vice Prime Minister ( Deputat Priministru ) and Minister for Justice, Land and Housing ( Ministru tal-Ġustizzja, Artijiet u Djar ) as part of a cabinet reshuffle on December 27, 1976 . In these offices he succeeded Anton Buttiġieġ, who had previously been elected President . In the course of a recent cabinet reshuffle, he succeeded Joseph "Guze" Abela as Minister of Finance, Customs and Investments ( Ministru tal-Finanzi ) on July 9, 1979 . His own successor as Minister of Justice was then Joseph Brincat .

After Mintoff had formed his fourth cabinet on December 20, 1981 , Cassar was again Minister for Justice and Parliamentary Affairs. Until May 12, 1987, he also held this ministerial office in the subsequent fifth Mintoff cabinet and in the Mifsud Bonniċi cabinet . In the elections on May 9, 1987, he was elected for the last time as a member of the House of Representatives and decided not to run again in the elections on February 22, 1992.

For his longstanding service, Cassar was promoted to Companion of the National Order of Merit on December 13, 1993 .
