Early elections were held on May 5 and 7, 1951, leading to the following distribution of seats in the 40-member House of Representatives : Partit Nazzjonalista (PN) 15 seats, Partit Laburista (PL) 14, Malta Workers Party (MWP) 7 and Constitutional Party (CON) 4. Borg Olivier then formed a coalition government with his PN with the MWP of former Prime Minister Paul Boffa . The coalition had a slim absolute majority in parliament with 22 seats. After the coalition was defeated at the budget deliberations on October 9, 1953, the three ministers of the MWP resigned and the ministers of the PN formed a transitional government that remained in office until the new elections on December 12 and 14, 1953 . The third Borg Olivier cabinet was then formed.
