Cabinet Mintoff II
The Maltese Cabinet Mintoff II was formed on June 21, 1971 by Prime Minister Dom Mintoff of the Partit Laburista (PL). It replaced the fifth Borg Olivier cabinet and remained in office until September 25, 1976.

In the elections of June 12 and 14, 1971, the ruling Partit Nazzjonalista (PN) of Prime Minister Ġorġ Borg Olivier suffered a narrow defeat. The number of seats in the House of Representatives was increased from 50 to 55, of the Mintoffs PL 28 seats, while the PN Borg Oliviers got 27 seats. Mintoff then formed his second cabinet on June 21, 1971. In the following years there was a planned economy -oriented economic policy and a rapprochement with Libya .
On March 26, 1972, a new troop stationing agreement was concluded with Great Britain , which provided for British and NATO financial aid as well as EC funds for industrialization projects. In return, Malta allowed the British and NATO to continue to have a military presence and also undertook not to provide any Warsaw Pact state with facilities that could be used militarily. On December 13, 1974, Malta was proclaimed a republic within the Commonwealth of Nations and the new republican constitution was passed. At the same time, the Mintoff government decoupled the Maltese lira from the British pound sterling and terminated the troop stationing agreement with NATO. This meant that the troops had to withdraw by 1979.
In the elections to the House of Representatives on September 17 and 18, 1976, the mandates were again expanded from 55 to 65 seats, with the Partit Laburista Mintoffs accounting for 34 MPs and the Partit Nazzjonalista Borg Oliviers receiving 31 seats. The PL thus continued to have an absolute majority.
