Howard cabinet
The Maltese Howard Cabinet was formed on October 26, 1921 by Prime Minister Joseph Howard of the Maltese Political Union (MPU). It was the first cabinet after the introduction of self-government and was in office until October 13, 1923.

The Amery-Milner Constitution , named after Leopold Stennett Amery and Alfred Milner, 1st Viscount Milner , introduced Malta's guaranteed right to self-government in 1921.
As a result, the first elections were held on October 18 and 19, 1921, which provided for a transferable individual vote and was limited to male voters only. A 32-member legislative assembly and a 17-member Senate were elected. In the elections to the legislative assembly, the Maltese Political Union (MPU) under its chairman Joseph Howard won 7,999 votes (39.1 percent) and 14 seats. The Constitution Party (CON) by Gerald Strickland 5,183 votes obtained (25.3 percent) and 7 seats. The Labor Party (LP) under William Savona got 4,742 votes (23.2 percent) and also had 7 MPs. Finally, Enrico “Nerik” Mizzi’s Democratic Nationalist Party (DNP) , which received 2,465 votes (12 percent), was able to enter the legislative assembly with 4 members.
Howard then formed a government from his MPU on October 26, 1921, before entering into a coalition with the Savonas Labor Party in April 1922 . However, this coalition ended again in January 1923 after the two Labor Ministers Savona and Dundon resigned from their offices. On October 13, 1923, Howard resigned from the office of Prime Minister and was replaced by the previous Minister of Justice, Francesco Buhagiar , who then formed the Buhagiar cabinet .
