Cabinet Borg Olivier IV
The Maltese Cabinet Borg Olivier IV was formed on March 3, 1962 by Prime Minister Ġorġ Borg Olivier of the Partit Nazzjonalista (PN). It replaced the first Mintoff cabinet and was in office until 1966.

After talks about the sovereignty of the administration of Malta with the British government failed, the GWU ( General Workers Union ) called a nationwide strike, which ended on April 18, 1958 in clashes between workers, police and units of the British Army . Thereupon Prime Minister Dom Mintoff of the Partit Laburista (PL) resigned on April 26, 1958, while Borg Olivier, as opposition leader, rejected the formation of a transitional government. The islands were then directly administered by the British Governor of Malta , Lieutenant General Robert Laycock . An executive council was introduced under British rule in 1959 by a transitional constitution. The so-called “ Blood Constitution” , which was published by the Executive Council in 1961, again provided for self-government of the islands, which were now renamed the Maltese state.
This was followed by elections to the House of Representatives on February 17 and 19, 1962 , from which the Partit Nazzjonalista (PN) Borg Oliviers emerged as the winner with 25 of the 50 seats. The Partit Laburista (PL) Mintoffs lost seven seats and only had 16 seats. The Christian Workers' Party (CWP) got four seats, the Democratic Nationalist Party (DNP) got four seats, while the Progressive Constitutionalist Party (PCP) got only one seat.
A referendum for an independent constitution was held from May 2 to May 4, 1964. On September 21, 1964, Malta was granted independence from Great Britain under a constitutional monarch with Queen Elizabeth II as head of state, making the islands an independent nation within the Commonwealth of Nations . The Roman Catholic Church then became a state church. At the same time, Great Britain paid subsidies to Malta against the provision of bases for NATO as well .
After the PN victory in the March 26-28, 1966 elections, Borg Olivier formed his fifth cabinet .
