Əli oğlu Abbasov Məmməd ( Russian : Али Мамед оглы Аббасов , English transcription Ali Mamed oglu Abbasov ; * 1. January 1953 in Shahbuz District , Nakhichevan Autonomous Soviet Socialist Republic , Azerbaijan Soviet Socialist Republic ) is an Azerbaijani computer scientists and politicians ( YAP ).

Life and accomplishments

In 1969 Abbasov began his studies with a focus on automation and teleautomatics at the Azerbaijan Institute of Oil and Chemistry , before he was transferred to the Moscow Energy Institute with the same focus in 1972 and graduated there in 1976. He then continued his training ( aspirantur ) at the National Academy of Sciences of Ukraine , where he received his doctorate in 1981.

Between 1982 and 1992 Abbasov worked at the National Academy of Sciences of Azerbaijan, where he carried out scientific research and practical work on the development and application of computer networks. In 1992 he became the director of the Scientific Center for Information and Telecommunications of the National Academy of Sciences of Azerbaijan, now the Institute of Information Technology, and held this position until 2000. In 1994 he defended his thesis on information processing and control systems and obtained the title of Texnika elmləri doktoru (Doctor of Technical Sciences), followed in 1996 by that of Professor of Computer Science. From 2000 to 2004 Abbasov was the rector of the Azerbaijan State Economic University .

From 2001 to 2004 Abbasov was a member of the National Assembly of Azerbaijan ( Milli Məclis ) and from January 22, 2001 to June 21, 2004 Deputy for Azerbaijan at the Parliamentary Assembly of the Council of Europe . On February 20, 2004 he was appointed Minister of Communication and Information Technology by President İlham Əliyev , which was renamed the Ministry of Communication and High Technology in 2014 and was expanded to include Transport in 2015. On November 12, 2014, he was dismissed from office as minister by the President.

In 2001 Abbasov was appointed a full member of the National Academy of Sciences of Azerbaijan and was awarded the Şöhrət Order on December 27, 2012 . He is an honorary doctor of the Pannonian University of Veszprém , the Moscow Energy Institute, the National Academy of Telecommunications in Odessa and the Belarusian State University of Computer Science and Radioelectronics . Abbasov is also a member of the International Informatization Academy, the International Telecommunication Academy, the International Academy of Engineering and the Academy of Sciences for the Developing World . He was also a commissioner at the Broadband Commission for Sustainable Development at ITU and UNESCO .
