Notruf Niederösterreich or in public appearance 144 Notruf Niederösterreich is the cross-service control center of various emergency organizations, especially the emergency services in Lower Austria. The former LEBIG ( control center development, operating and integration company ) has been using this name since January 2008.

With the Rescue Service Act from 2016, a provincial law in Lower Austria, the Lower Austria emergency call was established as the central alerting point for rescue and emergency doctor operations.

Organizational matters

Emergency Lower Austria is a limited liability company , shareholders are the state of Lower Austria (66%), the national association of Lower Austria of the Red Cross (26%), the national association of Lower Austria of the Workers' Samaritan Federation (5.2%) and the Christopher flight rescue association of ÖAMTC (2.9%). The control center is based in Mödling , St. Pölten , Korneuburg and Zwettl , but it acts as a dedicated control center at several locations. For Austria, this is a very unusual form of dispatching emergency services. The technology is housed in the Vienna arsenal and under the state police headquarters in St. Pölten.

In addition, Emergency Call Lower Austria has the LeoMobil mobile control center , which is used at events and major events.

With 1 million dispositions per year, 166,000 of which are emergency calls, Notruf Niederösterreich is the largest emergency call center in Europe and one of the five largest in the world.

tasks

The tasks of Notruf Niederösterreich are characteristic of a control center for the rescue service, i.e. essentially receiving emergency calls and other incoming calls as well as arranging rescue equipment, ambulance transports and other medical and social workers. Furthermore, 144 Notruf Niederösterreich mediates in the health and social services, in the medical service and is available to inform the population in the event of a disaster.

The control center works closely with the Lower Austrian mountain rescue service (has operated the control center for the Lower Austrian and Vienna mountain rescue services since it was founded) and the Lower Austrian Medical Association (technology and workplaces for short number 141).

As of December 2011, 206 rescue services with a total of 815 emergency vehicles, 42 of which were emergency medical supplies. A total of almost 1.7 million phone calls were made in 2011, including more than 350,000 emergency calls to 144, 141 and 140. While at least 7 people are on duty at night, there are up to 40 employees on weekdays who process around 4,000 cases per day at peak times, of which around 16% relate to rescue operations, but the majority are ambulance services. In the event of a disaster, the control center can be staffed by up to 67 employees.

After the system was installed, control center systems were also set up in Dubai and on the occasion of the 2006 soccer world championships in Hamburg and Stuttgart with the help of 144 Lower Austria emergency numbers. Negotiations are also ongoing with Moscow to take over the system.

While she is only responsible for the rescue service for the federal state, she has taken over the alerting of the special rescue service , namely the Austrian cave rescue for large parts of the federal territory. For this reason, the cave rescue calls the emergency number 144 with the area code for Wiener Neustadt , i.e. 0 26 22/144 . In addition, there are individual regional associations of the Austrian Cave Rescue which are alerted via other bodies such as B. the regional association Tyrol, which is alerted via the control center Tyrol .

Alerting and communication

Answering an emergency call is divided into two steps that are carried out by different people:

The call taker requests all relevant information from the emergency caller in accordance with the Advanced Medical Priority Dispatch System Protocol (AMPDS for short). He then takes care of the caller and, if necessary, gives first aid instructions.

On the basis of the information obtained, the dispatcher initiates the alerting of the necessary rescue equipment and other emergency services such as the police or fire brigade during the conversation .

If the call taker no longer receives an answer via a mobile phone, mobile phone location can be started immediately in order to determine the location of the emergency caller. Hospitals and hospitals are notified of arriving patients.

The control center works on three different communication levels:

  • Like the emergency services themselves and other blue light organizations , the control center is also involved in the Austria-wide TETRA radio network. The radio operation is divided into several groups.
  • The control center also uses a comprehensive pager network . This works redundantly with a POCSAG protocol both via TETRA and via satellite.
  • As a third communication channel, all vehicles also use GSM cell phones.

Apps and online services

In addition, Notruf Niederösterreich has developed several apps for tablets and smartphones as well as online services. The iPad version ESApp Vehicle ( ES stands for Emergency Service) is intended for devices that are attached to the driver's seat in ambulance vehicles in order to transmit data about the location and events of the emergency and to take over the navigation. The iPads attached for this purpose are permanently installed in the vehicle. Another app is called ESApp Personal and is available as iOS and Android versions. It is used by employees of the affiliated organizations on their private smartphones to send them emergency alarms while they are on duty or as a first responder in addition to the ambulance . The newest app currently in development is called LeoDOK. LeoDok runs as a standalone application on specially purchased iPads and is integrated into the other apps and online services from Notruf Niederösterreich. The goal of LeoDOK is to digitize all documentation in the rescue service. In a first step, test attempts to process the billing data with the insurance carriers via this system will begin from February 2018. From the 2nd quarter of 2018, the documentation of the medical measures taken will also be processed via this app.

In addition to the apps mentioned, there is a comprehensive information platform at notrufnoe.com that addresses various sections of the population. There are special web views for employees of the affiliated organizations where information relevant to the service can be viewed.

In October 2001, in an analysis for the Red Cross and the Arbeiter-Samariter-Bund, the state of Lower Austria considered it necessary to completely reform the control center operations, which until then had been provided decentrally by the individual departments or a group of several departments to centralize. The main argument is that neighboring offices could work more effectively if they knew each other about their current order situation and workload.

In January 2003 the Red Cross agreed on nine control center locations in the future, the managing directors were appointed in March of that year, and in November the Samaritan Association and the ÖAMTC air rescue association joined LEBIG. At the beginning of 2007, the state of Lower Austria took over majority ownership in LEBIG. In mid-2007 the Johanniter-Unfall-Hilfe Dienststelle Orth / Donau joined LEBIG. After notification of 144 Notruf NÖ, the previous locations Mistelbach and Tulln were merged at the end of July 2009 at the Tulln location. The reasons given are the improved economic efficiency and the current technical feasibility through digital radio. At the end of March 2010 this also happened with the two locations Wiener Neustadt and Baden at the Baden location.

Since January 1st 2007 the company has been called Notruf Niederösterreich.

Since autumn 2008 work has been carried out on converting from the previous analog radio to the new digital radio, and the rescue centers involved have been gradually converted. In the course of this, new radio numbers were assigned to all vehicles on January 1, 2009, see also the BOS radio system in Austria . The conversion to digital radio was completed in July 2009.

Since July 1, 2010, 144 Notruf Niederösterreich has also been taking care of the emergency number 141 under the new name “NÖ Ärztedienst” (previously “Ärztenotdienst” of the medical association ) in order to avoid duplication. The trigger for the takeover were discussions after a diagnostic error when answering the emergency call of 141, which led to the death of a patient.

In November 2010, the Lower Austria regional studio of the ORF recorded an Austria image on Sunday about the operation of the control center, which was broadcast nationwide.

Between 2011 and 2013, Notruf Niederösterreich prepared an emergency concept for emergencies on the Danube, especially in the border regions, together with via donau and the Slovak rescue and fire protection services under the leadership of the Slovak Ministry of the Interior. The project known as the CARESS @ danube project was concluded with an exercise in October 2013 near Hainburg an der Donau .

Pilot tests began in 2013, whereby the software developed by Notruf Niederösterreich is also being expanded for the fire brigades in Lower Austria and used by the district alarm centers. The first districts are Amstetten , Krems including the city of Krems and Mödling .

Since two rescue agreements in 2016, after which Lower Austrian rescue vehicles can also be deployed to the South Moravian and South Bohemian border regions and vice versa, the Lower Austria emergency number has also been connected to the control system in both regions.

In 2016 the location was relocated from the premises of the local Red Cross district office in Tulln to Korneuburg.

On January 1, 2017, Notruf Niederösterreich took over the operation of the AKUTteam Niederösterreich, a social institution in the state that offers psychological support in crisis situations. A project for the Christophorus 2 emergency doctor helicopter, which now also flies primary missions at night, also started at this time.

Since April 2017, Notruf Niederösterreich has also been operating the newly launched health hotline 1450 for Lower Austria, where specially trained, qualified nursing staff give self-help tips around the clock to relieve the hospital outpatient departments and the rescue service. In critical cases, the ambulance service is also notified by calling 1450. Likewise, non-critical calls to the emergency number 144 are now being redirected to 1450.

The Acute Community Nurse (ACN) project will start in 2020. Here, qualified nurses are supposed to handle nursing assignments independently in order to avoid unnecessary transports to hospitals.

criticism

Especially in the early days, 144 Notruf Niederösterreich did not get out of the headlines. A number of media reports on incorrect dispositions and inconsistencies in the award of contracts, with sometimes quite serious consequences. However, the company itself always took the position that it had acted correctly. Investigations (judiciary and state agencies) did not reveal any misconduct. From the circles of the emergency services there is sometimes harsh criticism and the accusation that the centralization of the control center activity had a negative effect on the quality of the disposition compared with the decentralized processing by the individual emergency services that was customary up to that point.

Many critics believe that the above-mentioned main argument for the establishment of Lower Austria's 144 emergency number , the mutual knowledge of the order situation of neighboring services, did not work, as it rarely happens that emergency services take over patients from foreign catchment areas or, if at all, only in cases where they do also did this before the establishment of the 144 emergency number in Lower Austria . The cause would be the decentralized structure of the emergency services, which prohibit overarching disposition, which results in the ambivalent situation that 144 Notruf Niederösterreich was established with an argument that must have been established in advance that it would not work. The scheduling of time-critical operations was reformed according to the results of a study commissioned by the Province of Lower Austria (before it became a partner in 144 Notruf Niederösterreich itself ). The state regards the innovations implemented as an improvement in dispatching activities.

However, this criticism must be viewed in a differentiated manner. In particular, a distinction must be made between time-critical "rescue service operations" and non-time-critical "rescue service assignments". While the first vehicle of the vehicle category required by the release order is always dispatched by the control center, non-time-critical "orders" are preferably sent by the locally responsible organization if it can reach the place of use in less than 15 minutes with one of its vehicles. If this is not the case, another organization will be alerted. It must therefore be noted that the alarm criticized by critics only ever takes place from a locally responsible department if the task is not time-critical.

Awards

In 2010, the control center won the Center of Excellence as the only German-speaking control center among the 3000 applicants worldwide. However, this award is only given by the Academy for Emergency Disposal in Salt Lake City upon payment of an application.

The company itself declares that it is the only control center in the world that has both the Certificate of Quality Standard from EENA and is regularly recognized as an Accredited Center of Excellence.
