Alexander Sergejewitsch Pavlov ( Russian Александр Сергеевич Павлов ; born January 1, 1953 in Pavlodar , Kazakh SSR ) is a Kazakh economist and politician .

Life

Alexander Pavlov was born in Pavlodar in 1953. In 1965 he graduated from Kirov Kazakh State University . In 1974 he graduated from the Faculty of Finance and Economics of the Byelorussian Kuibyshev Institute of National Economy. In 1991 another degree followed at the Academy of Social Sciences under the Central Committee of the CPSU .

He began his professional career as a senior economist in the Agriculture Financing and Control Department of the Finance Department of the Pavlodar Regional Executive Committee. Between 1975 and 1976 he did military service in the Soviet army . He then worked until 1987 as deputy head of the finance department and head of the planning and economic department at Pavlodarski Traktorny Sawod . After that, Pavlov was the head of the financial department of the Pavlodar Regional Executive Committee.

After Kazakhstan's independence, he worked in the regional administration of Pavlodar from 1991, where he was deputy head of the regional administration from 1992 to 1994. From March to October 1994 he was head of the main tax inspection and first deputy finance minister of Kazakhstan. In October he was appointed finance minister in the cabinet of Äkeschan Qaschygeldin . Since September 1996 he has also held the position of Deputy Prime Minister. Since October 1999 Pavlov was first deputy prime minister and since September 2001 a member of the Council of Entrepreneurs under the President of the Republic of Kazakhstan. From 2001 to 2002, he was Vice President of Kazakhmys Corporation . In the cabinet of Imanghali Tasmaghambetow he held the position of finance minister and deputy prime minister again. Between August 2002 and January 2004 he was again first deputy prime minister before he became the first vice president of the Kazakh state oil company KazMunayGas . He has been with Halyk Bank since March 25, 2004 .
