Andreas Kiefer (born October 6, 1957 in Salzburg ) is an Austrian politician. Since 2010 he has been Secretary General of the Congress of Local and Regional Authorities of the Council of Europe , a European institution for the promotion of local and regional democracy in the 47 member states of the Council of Europe in Strasbourg .

Life

After his childhood in Salzburg , Kiefer studied law at the Paris Lodron University in Salzburg and economics at the Johannes Kepler University in Linz . politics

Kiefer worked from 1984 to 1995 as head of the office of the Deputy Governor and Governor Hans Katschthaler . In 1995 he played a leading role in the creation of the first European region with Austrian participation, the EuRegio Salzburg - Berchtesgadener Land - Traunstein . After Austria joined the EU in 1995, Kiefer worked as coordinator of the Austrian delegation in the Committee of the Regions until 1996 . Kiefer is a longtime member of the Expert Committee on Local and Regional Government Institutions and Cooperation and was elected Vice President in 2009. Since 2006 he has been the joint representative of the Austrian federal states for the implementation of domestic control of subsidiarity and proportionality by the federal states. At the municipal level, Kiefer initiated the creation of a project to expand public participation and integrate new community citizens.

At the session of the Parliamentary Assembly of the Congress of Local and Regional Authorities of the Council of Europe on March 17, 2010, Kiefer prevailed in the election of the Secretary General in the first ballot with 137 votes against candidates from Italy and the Netherlands. As Secretary General, Kiefer is in charge of the secretariat of the Congress. The term of office is five years and can be renewed.

Scientific activities

Kiefer gave numerous specialist lectures and published publications on the subjects of local self-government, federalism, regionalism, interregional and cross-border cooperation and regional authorities with legislative powers, the political system of Austria, the Committee of the Regions and the local and regional dimensions of the work of the Council of Europe.

He is a member of the authors' network of the European Center for Research on Federalism at the University of Tübingen and the Scientific Advisory Board of the European Academy of Bolzano . In addition, Kiefer is involved in educational policy matters on a voluntary basis and acts as chairman of the specialist committee of the Salzburger Bildungswerk , an adult education association in the state of Salzburg .

Kiefer is married to Carmen Kiefer, PR consultant and Vice Mayor of the market town of Kuchl since 1999 . The family has three children. The eldest son is Severin Kiefer , Austrian junior state champion in individual figure skating .
