Antonio Carrillo Flores (born June 23, 1909 in Mexico City ; † March 20, 1986 ibid) was a Mexican politician of the Party of Institutionalized Revolution PRI ( Partido Revolucionario Institucional ) and diplomat , who among other things was Minister of Finance between 1952 and 1958 ( Secretarío de Hacienda ) , from 1959 to 1964 Ambassador to the USA , from 1964 to 1970 Foreign Minister ( Secretarío de Relaciones Exteriores ) and most recently from 1980 to 1981 Ambassador to the Soviet Union .

Life

Carrillo Flores, son of the composer Julián Carrillo , began a study of post-school law at the National Autonomous University of Mexico (UNAM), which he in 1929 with the Licentiate (Licenciado) graduated. He was then involved in the drafting of numerous legislative processes, such as the 1934 amendment to Article 102 of the Constitution and the provisions on company law, 1936 on tax law and the law on the nine-mile limit to the seashore. Between 1937 and 1945 he worked on the reintroduction of the jurisdiction of the Supreme National Court of Justice ( Suprema Corte de Justicia de la Nación ) in federal affairs and was one of the authors of the constitutional reform in 1938, which dealt with the nationalization of the oil industry. Furthermore, in 1941 he worked on the general provisions on national property and in 1945 on the constitutional provisions on national debt, the provisions on the review of state actions and the regulations on the organs of the UNAM. In 1945 he succeeded Antonio Espinosa de los Monteros y Choza as General Director of the National Financiera and remained in this position until he was replaced by José Hernández Delgado in 1952. During this time, he also obtained a doctorate in law from UNAM in 1950 .

On December 1, 1952, Carrillo Flores was appointed as the successor to Ramón Beteta by President Adolfo Ruiz Cortines as Minister of Finance ( Secretarío de Hacienda ) and held this office until the end of Ruiz Cortines' term on November 30, 1958. The office of Finance Minister then took over Antonio Ortíz Mena . He himself then replaced Manuel Tello Baurraud as ambassador to the USA on January 27, 1959 and remained in this position until November 30, 1964, after which Hugo B. Margáin took over on December 30, 1964 .

Carrillo Flores himself took over the post of Foreign Minister ( Secretarío de Relaciones Exteriores ) in the government of President Gustavo Díaz Ordaz on December 1, 1964 , once again succeeding Manuel Tello Baurraud. He held the post of Foreign Minister until the end of Díaz Ordaz's presidency on November 30, 1970. The office of foreign minister was then taken over by Emilio O. Rabasa . He then succeeded Salvador Azuela as director of the publishing company Fondo de Cultura Económica (FCE) in 1970 and held this position until he was replaced by Francisco Javier Alejo in 1972. At the same time he was the successor of Joaquín Gómez Morfín from 1971 until his replacement by Javier Beristain Iturbide in 1972 Rector of the Autonomous Technical Institute of Mexico ITAM ( Instituto Tecnológico Autónomo de México ) .

Carillo Flores was elected a member of the Mexican Academy ( El Colegio Nacional ) on April 4, 1972 and was officially admitted on July 20, 1972. On October 11, 1972 he gave his introductory speech there , which was introduced by Eduardo García Máynez , entitled “México y los derechos del hombre”. In 1979 he was elected for the Party of Institutionalized Revolution PRI ( Partido Revolucionario Institucional ) as a member of the House of Representatives (Cámara de Diputados) of the Congress of the Union (Congreso General de los Estados Unidos Mexicanos) and represented the district of Distrito Federal XXXIX . Most recently he replaced Rogelio Martínez Aguilar as ambassador to the Soviet Union on February 2, 1980 , but handed this office over to Jorge Díaz Serrano on October 20, 1981 . He has received honorary doctorates from Lincoln College , Southern Methodist University (SMU) and Harvard University .
