Hugo Benigno Margáin Gleason (born February 13, 1913 in Mexico City ; † September 11, 1997 ibid) was a Mexican politician of the Party of Institutionalized Revolution PRI ( Partido Revolucionario Institucional ) and diplomat , who among other things was ambassador to the 1965-1970 USA , from 1970 to 1973 Treasury Secretary ( Secretarío de Hacienda ) , from 1973 to 1976 Ambassador to the United Kingdom and from 1977 to 1982 again Ambassador to the USA.

Life

Studies and ministerial official

Margáin, son of the Irish doctor and university professor César R. Margáin and his wife Mária Teresa Gleason, completed his school education at the Colegio Francés Morelos and at the Escuela Nacional Preparatoria . He then began to study law at the National Autonomous University of Mexico (UNAM), which he completed in 1939 with the thesis La ley y la realidad en México with a licentiate (Licenciado) . Between 1942 and 1944 he was professor at El Colegio de México . In 1947 he took over a professorship for constitutional law at the UNAM and taught there until 1956. At the same time, he was head of the department for retail taxes between 1947 and 1952 and head of the income tax department in the Ministry of Finance from 1952 to 1959 . In addition, he taught between 1952 and 1956 as a professor of tax law at the business administration faculty of UNAM. He then moved to the Ministry of Industry and Trade in 1959, where he worked closely between 1961 and 1964 as Undersecretary of State for the then Minister Raúl Salinas Lozano , father of the later President Carlos Salinas de Gortari . At the same time he served as a board member of the National Institute for Scientific Research (Instituto Nacional de Investigación Científica) between 1962 and 1964 and as Director General of the National Commission for Profit Sharing (Comisión Nacional de Participación de Utilidades) from 1963 to 1964 .

Ambassador and Minister of Finance

On January 13, 1965, he succeeded Antonio Carrillo Flores as the first ambassador to the United States and remained in this position until August 16, 1970, whereupon Emilio O. Rabasa succeeded him on September 23, 1970. Margáin himself had taken over the office of finance minister ( Secretarío de Hacienda ) in the government of President Gustavo Díaz Ordaz on August 14, 1970 as the successor to the resigned Antonio Ortiz Mena . He held the post of finance minister from December 1, 1970 to May 29, 1973 in the government of Díaz Ordaz's successor, Luis Echeverría Álvarez . He resigned from his ministerial office due to a disagreement with the president over economic policy. His successor as finance minister was then José López Portillo , who himself was president between 1976 and 1982.

Margáin then took over on August 7, 1973 as the successor to Vicente Sánchez Gavito the office of ambassador to the United Kingdom and remained there until December 7, 1976. Manuel Tello Macías was appointed his successor on December 29, 1976 , who officially took up the office Commenced March 16, 1977. Margáin, in turn, replaced José Juan de Olloqui y Labastida as ambassador to the United States on January 13, 1977 and held this position until March 28, 1982. He was succeeded on April 12, 1982 by Bernardo Sepúlveda Amor .

Upon his return to Mexico Margain in 1982 for the Institutional Revolutionary Party PRI ( Partido Revolucionario Institucional ) member of the Senate (Senado de México) of the Congress of the Union (Congreso de la Union) , in which he in the 52nd and 53rd legislative term until his replacement by Porfirio Muñoz Ledo in 1988 represented the capital district of Mexico City (Distrito Federal) .

Margáin was the father of the philosophy professor Hugo Margáin Charles , who was kidnapped and murdered on August 29, 1978.
