Bernardo Sepúlveda Amor (born December 14, 1941 in Mexico City ) is a Mexican lawyer , politician and diplomat . From 1982 to 1988 he was foreign minister in his home country. He also served as a judge at the International Court of Justice from 2006 to 2015 , including as Vice-President of the General Court from 2012 to 2015.

Life

Sepúlveda Amor was born in 1941 to the doctor and professor Bernardo Sepúlveda and his wife Margarita Amor de Ferreira. He studied law at UNAM and graduated magna cum laude in 1964 . He then went to Cambridge University , where he received a diploma in international law in 1965 and an LL.M. acquired.

From 1968 to 1970 he was Deputy Director of Legal Affairs in the Mexican Presidential Office, then until 1975 he headed the Foreign Investment Program. From 1976 to 1980 he was Director General for International Affairs in the Mexican Ministry of Finance and in 1981 Principal Advisor for International Affairs in the Ministry of Finance. Sepúlveda Amor was a member of various Mexican delegations at UN conferences, including the Vienna Conference on the Law of Treaties (1968) and the Third Conference on the Law of the Sea (1974/75). From 1977 to 1980 he was a member of the UN Commission on Multinational Enterprises, and was appointed chairman in 1980.

In 1982 Sepúlveda Amor was appointed ambassador to the United States. He advised Miguel de la Madrid Hurtado on international affairs in the 1982 presidential election campaign and was appointed Foreign Minister to his cabinet after the election victory . In this capacity, Sepúlveda Amor headed the Mexican delegations to the General Assembly of the United Nations and the General Assembly of the Organization of American States . He also represented Mexico in the Central American peace process and, together with his counterparts from Venezuela , Colombia and Panama, founded the Contadora group to settle the military conflict in El Salvador , Nicaragua and Guatemala . During his tenure, the Rio Group (then the Group of Eight ) was founded. After serving as Foreign Secretary, he was Ambassador to the United Kingdom and Ireland from 1989 to 1993 .

From 1996 to 2005 Sepúlveda Amor was a member of the International Law Commission of the United Nations and from 1997 to 2005 was at the same time the counsel of the Mexican ICA .

From February 2006 to February 2015 Sepúlveda Amor was a judge at the International Court of Justice in The Hague , where he had previously worked as an ad hoc judge in the Avena and Other Mexican Nationals (Mexico v USA ) case . He also served as Vice-President of the Court of Justice from February 2012 to February 2015.

Sepúlveda Amor has been teaching international law at the Colegio de México since 1967 , of which he was also an Associate Research Fellow from 1993 to 2006. He was visiting professor at various academic institutions in his home country, including the UNAM, the Centro de Investigación y Docencia Económica (CIDE), the Instituto Tecnológico Autónomo de México (ITAM) and the Instituto Matías Romero de Estudos Diplomáticos of the Mexican Ministry of Foreign Affairs.

He is married and has three sons.

Awards

Sepúlveda Amor has received several awards for his services. In 1984 he was awarded the Prince of Asturias Prize and in 1985, together with the other members of the Contadora group, the Simón Bolívar Prize from UNESCO . He is Knight Grand Cross of the Order of St. Michael and St. George , bearer of the Grand Cross of the Order de Isabel la Católica , the Grand Cross of the Order of the Liberator San Martin , the Grand Cross of the Order of Christ , the Grand Cross of the Order of the Southern Cross , the Grand Cross of the Order of the Rising Sun , he is also Grand Officier of the Legion of Honor. He was also awarded honorary doctorates by the University of San Diego (1982) and the University of Leningrad (1987) .
