Atomic Alarm in San Francisco is a 2003 American drama film directed by Eric Laneuville . The film was produced for television and was scheduled to premiere in late 2001. In view of the terrorist attacks of September 11, 2001, the project was postponed for two years. The title of the film was originally Ground Zero .

The film begins with a spectacular scene on the state border between the USA and Canada . A seemingly harmless couple want to enter the USA and are stopped by an FBI detachment after passing the border crossing . Since they refuse to get out and are also armed, they are shot by the FBI officials, but at the last minute they can detonate an explosive device installed in the vehicle. When the officers extinguish the vehicle and then search it, they find what they expected on the basis of clues, a box of plutonium-239, which was stolen in Russia and capable of nuclear weapons . However, half is missing, so it must be assumed that the two should be caught so that the other half of the plutonium can be brought into the country unnoticed at another border crossing. The FBI is now feverishly looking for the remaining plutonium.

The students Bobby Damon, Allan Marshall and Roger Stupak are involved in the anti-nuclear movement in San Francisco . But since they are not getting anywhere with their protests, they want to prove how easy it is to manufacture a nuclear weapon and procure the appropriate material. Bobby has a love affair with physics student Aizy Hayward, who will finish her studies in a few weeks with an exam and specialize in atomic physics. According to its own statements, it is able to manufacture a nuclear weapon if it has the appropriate material. Frustrated by a job offer from a scientific company that barely offers her any prospects for implementing her own ideas, she agrees to build an atom bomb with the three students in the hope of making a difference in the world. But she insists that the bomb should not be detonated.

The students rent suitable premises and procure everything they need by hacking into the shipping department of a large industrial company and manipulating corresponding delivery orders. Roger gets the plutonium that he allegedly stole from the university laboratory. In reality, it is the plutonium that was stolen in Russia. Roger works for right-wing extremist Matt Crowl, whose brother was shot dead by the FBI during a raid . In revenge, Matt wants to detonate an atomic bomb in the middle of San Francisco.

After completion of the bomb, the students send an anonymous e-mail using a worm program to millions of Internet users in order to make the public aware of their action. Since they announce the identification numbers of the plutonium and of course the FBI also reads the message, the FBI assumes that the students do not want to use the bomb and do not cooperate with the Russian mafia, but apparently have a traitor in their ranks for that the others are only a means to an end. While the FBI is tracking the email to identify the activists, Matt and his men storm the student lab to get the bomb. Allan Marshall, who is alone in the laboratory, is shot dead.

After Aizy realizes what happened in the lab, she makes an anonymous 911 call. In the meantime she has also found out that the plutonium cannot come from the university laboratory because only very small amounts are stored there for experimental purposes. Bobby and Aizy confront Roger. But he is completely dissolved, advises the two of them to leave the city immediately, and then gets into a van with which he is brought to Matt. Bobby also suggests leaving town. Aizy is of the opinion that they have to face their responsibility. When Bobby is arrested at the airport, Aizy volunteers.

The FBI has since found out that Matt Crowl was behind the whole thing and is assuming there will be no ransom demand. Finally, the building is located where the bomb is now, which has since been fitted with a detonator. The building is stormed and Matt and his people, including Roger, are shot. However, Matt can still activate the timer at the last moment, which was designed in such a way that it cannot be deactivated. However, with Aizys help, since she designed the bomb herself, it is possible to remove the plutonium core from the bomb before it is detonated, thus preventing a thermonuclear explosion. In the final scene, Aizy is being led away in handcuffs. However, the FBI chief wants to advocate mitigation and admit her as a nuclear expert in his department after she has served her sentence.
