The Augsburg Innovationspark is a project of the city of Augsburg and the Free State of Bavaria , through which companies and research institutions from the fields of fiber composites , resource-efficient technologies, mechatronics , IT and the environment are to be located in Augsburg. In the immediate vicinity of the University of Augsburg , the Bavarian State Office for the Environment and a production facility of the EADS subsidiary Premium AEROTEC , 500 million euros are to be invested over the next five years. Shortly after the turn of the millennium, the University of Augsburg made initial efforts to connect non-university research institutions in the field of lightweight construction and carbon fiber composite technologies. A concept was developed together with the city of Augsburg, the university provided land and the Free State of Bavaria supported the project financially. The planned establishment of the Fraunhofer Institute and the DLR in the area of ​​carbon fiber composites formed the prelude to today's concept of the Augsburg Innovation Park.

The idea of ​​a Carbon Valley in the Lech Valley first came up in autumn 2007. This idea took shape through the creation of an urban planning concept. The so-called “master plan” was presented to the Augsburg city council at the beginning of 2009 and its implementation was then decided. The master plan envisages realizing the vision of urban living and working. Areas used in different ways should give the center a lively character. Furthermore, parks, sports and leisure facilities and restaurants are planned. The 70 hectare area is to be divided into different building plots, of which only 60% may be built on. The maximum construction height is 18 meters. Three 70-meter-high skyscrapers are planned across the campus, one of which will be a striking office tower, the so-called Carbon Tower . In addition to an international school, a large concert hall, a shopping center and a new exhibition hotel are also planned.

Carbon fiber reinforced plastic (CFRP, colloquially: "carbon") can be made stronger than steel or lighter than aluminum, depending on the design. A single carbon fiber is ten times thinner than a human hair. However, the processing of CFRP is still complex and not suitable for mass production. This is to be worked on in the Augsburg Innovation Park. Lord Mayor Kurt Gribl said in a press conference after taking office in 2008 that the new material will be used primarily in the aerospace industry, mechanical engineering, car production, but also in the construction of wind turbines. According to his statement, Augsburg could become the high-tech city, the high-tech location of Bavaria.

The concept was presented in October 2009 at the Expo Real , an international trade fair for commercial real estate in Munich, and at the international environmental fair Enviro Shiga in Japan, where it caused a lot of attention. The aircraft parts manufacturer Premium Aerotec plans to build its new administration building at the innovation park. Construction of various research facilities is to begin in 2011; other possible companies are SGL Carbon , MT Aerospace , Eurocopter , Premium Aerotec , KUKA and manroland . Negotiations are in progress with Premium Aerotec, which is to set up its future headquarters in a representative building on the spacious area. The company is building a new plant not far from the Science Park.

Originally known as the “Science Park” and now the “AUGSBURG Innovation Park”, the project is set to lead the way across Europe. In the future, it will be home to research on fiber composite technology, the environment, IT and mechatronics + automation. The innovation park is to become a place for science (also with the involvement of the Augsburg University of Applied Sciences ) and production for these areas , the place should offer optimal conditions for development and research. In addition to the municipal WBG (Housing Association), which also acted as an investor in the library and which is investing 7 million euros in the construction, the Free State is also promoting the project. The first construction phase is expected to cost 16 million euros. The city will remain the owner of the technology center and the WBG will be the operator. These are rented to a so-called Operations GmbH, which then sublet the individual units to the companies. The financing of the technology center is in place. The Free State of Bavaria is funding from its special “Aufbruch Bayern” program.

The city of Augsburg and the two chambers of commerce, the Swabian Chamber of Commerce and Industry, and the Chamber of Crafts are responsible for the project for the Science Park / Innovation Park . They form the steering committee. The internal administrative work is carried out by a project team that is based in the OB department. The team includes Wolfgang Färber, who previously managed Messe Augsburg for a transitional period . A competence council made up of Manfred Hirt, Gerhard Wiedemann and Stefan Holzamer supports the project team. In the external marketing of the innovation park, Hirt is currently playing an important role, he is holding talks with interested companies who want to settle in the technology center.

As a decisive milestone for the Augsburg Innovation Park, the Technology Center Augsburg (TZA) offers companies and scientific institutions an environment for research and development that is unique in Europe. The goal is to accelerate innovations in the competence fields of fiber composites and lightweight construction, mechatronics and automation, IT, Industry 4.0, embedded systems, digitization and environmental technology on an area of ​​12,000 square meters and to meet the ever faster product life cycles. There should be space for 30 companies and scientific institutions. It consists of 81 offices, 17 laboratories and workshops as well as a 3000 square meter, 15 meter high production hall. The requirements profile for the TZA was handed over to the city by Carbon Composites eV (CCeV) in May 2011 and contains the structural and operational requirements of the CCeV for the construction of the Technology Center Augsburg. The technical requirements catalog is the basis for the architectural competition for construction.

Laboratories and workshops are to be adjacent to the production hall of the Augsburg Technology Center. They are to have a total area of ​​2,000 m² and accommodate molding and fiber composite service companies. A “closed shop” is also planned in the hall and laboratory areas. This should ensure undisturbed work, and each of the laboratories should have its own exhaust air systems with special filter options. The laboratories should be accessible both from the outside and via the common hall. The office areas have an area of ​​5,532 m² and offer space for 600 office workplaces. Halls and a multifunctional area of ​​300 m² should be available for larger events.

According to Klaus Drechsler, holder of the chair for carbon composites at the Technical University of Munich (TUM), the Ludwigshafen-based chemical company BASF wants to open a branch on the research and development area, as does the French manufacturer Coriolis Composites. According to Drechsler, both companies want to employ a double-digit number of highly qualified employees in Augsburg.

While the first calculation for the building was 20.9 million euros, the costs in 2013 rose by 40% to 28.7 million euros. The Technology Center Augsburg was opened on April 10, 2016. Dr. Mark Dominik Hoppe, managing director of the housing association of the city of Augsburg and building owner, the Bavarian Minister of Economic Affairs Ilse Aigner , District Administrator Martin Sailer and Lord Mayor Dr. Kurt Gribl handed over the key to Augsburg Innovationspark GmbH with the first users.

Fraunhofer Research Institute

Funding from the Fraunhofer Research Institute is made up of funds from the ERDF ( European Regional Development Fund ) (EUR 3.95 million) and the Free State of Bavaria (EUR 3.55 million). This means that the technical center, office and laboratory building of the approximately 3,600 square meter new Fraunhofer building can be realized. Its total construction costs are estimated at around eleven million euros. From mid-2012, the Fraunhofer project group “Function-integrated lightweight construction” will move into the new Fraunhofer research center. It is intended to create the basis for the establishment of an independent Fraunhofer Institute in Augsburg. There are many opportunities for cooperation between companies and scientists, according to Professor Klaus Drechsler, head of the Fraunhofer project group for functionally integrated lightweight construction and holder of the SGL Group endowed chair for “Carbon Composites” at the Technical University of Munich . The task of the Center for Lightweight Production Technology (ZLP) at DLR is to develop strategies and technologies for the automated production of components for the aerospace industry from carbon fiber reinforced plastic (CFRP). The “Production Technology” research area at the DLR site in Augsburg is divided into five subject areas: textile and infusion technology, thermoplastic processing, production-integrated quality assurance, assembly and connection technology, and robotics for fiber composite production. The opening should be in May 2013. Automated production processes for CFRP aerospace structures are to be developed, the aim of which is to manufacture carbon fiber reinforced components as cost-effectively as possible and in high quality. In the heart of the ZLP, a large-scale robotics system with a length of 32 meters is to be built, which will map the entire process chain and thus unite areas of different DLR institutes. According to the former President Alois Loidl of the University of Augsburg, the interaction between the Innovation Park and the University of Augsburg should be direct: the institute directors of Fraunhofer and DLR should teach as professors at the university. Loidl also speaks of the planning of an eighth faculty at the University of Engineers in connection with the innovation park. As a first step, he sees the entry into the new bachelor's degree in industrial engineering. One must prevent the innovation park from becoming a “perfectly normal industrial park” that remains limited to the aircraft and armaments industry. During the 2011 university elections, for the first time, several university groups spoke out against arms research on campus and in favor of including a civil clause in the university's statutes. The Greens of the city of Augsburg have already submitted an application calling for a model for the development and content orientation of the innovation park to be drawn up in cooperation with the University of Augsburg, the local Agenda 21 advisory board, the nature conservation advisory board and representatives of the Augsburg Innovation Park competence council ; A civil clause should be included in the model. The city administration rejected the request of the Greens parliamentary group in a separate resolution in February. The reason given is that this would make it more difficult to work with key business partners. In addition, such a clause would be difficult to control, as certain goods can be used for both military and civil purposes. However, the proposal did not initially find a majority in the responsible economic committee. Instead, the administration was charged with observing the discussion process at the university and reporting to the committee.

The Augsburg Bundestag member and city councilor Alexander Süßmair (“ Die Linke ” parliamentary group ) denounced that the armaments industry was settling in the city. Especially for the self-image of the "Peace City Augsburg", which has been awarding the Augsburg Peace Prize every three years since 1985 to personalities who have made a name for themselves in a tolerant and peaceful coexistence of cultures and religions, that would be a major damage to image. In a statement, the specialist forum for sustainable urban development of the city of Augsburg calls for a civil clause in the statutes of the University of Augsburg and cites the mayor's membership in Mayors for Peace , the Basic Law and the Constitution of the Free State of Bavaria as reasons . In a discussion between Horst Seehofer and students, they suggested a civil clause, as it has already been discussed or introduced at other German universities. But she wants science with a human face. The convention of the University of Augsburg then passed the resolution that the university management should set up a university commission with equal representation on this topic, and the General Student Committee (AStA) should also endeavor to politicize the student body with a civil clause.

There is also criticism of the composition of the competence committee, which is responsible for attracting business investors to the innovation park. The chairman of the committee, Manfred Hirt, who is also the vice-president of the German Army Support Group, has contacts, particularly in the armaments industry . The honorary professor at the Technical University of Munich Hirt, who was also sentenced to 18 months' probation and a fine of 100,000 euros in France for a bribery affair involving a tank deal, was also spokesman for the board of Renk AG , which is also active in the armaments sector , until 2007 .

The convention of students asked for the formation of a cross-faculty commission, in which the possibilities and limits of a civil clause and a wording proposal should be worked out. On May 16, 2012, the AStA of the University of Augsburg organized a panel discussion on the differentiated formation of opinions of the students on the subject of the innovation park and the civil clause in cooperation with the "peaceful University of Augsburg" initiative. This event was part of a larger series of events. At a non-quorum plenary meeting held by the AStA on June 26, 2012, the majority of the 300 students present voted for a voluntary commitment that the university should include in its constitution not to conduct research for military purposes. According to the present recommendation, the university should undertake to conduct research exclusively for civil and peaceful purposes. A second passage calls for more transparency in third-party research. Afterwards, all research projects that are financed with third-party funds should be publicly announced. Due to the low level of participation, the recommendation is not binding for the committees, but the student representatives assured that the vote would be passed on to the extended university management (EULe).

However, Doering-Manteuffel was criticized at the beginning of 2014 because she did not respond to written inquiries to the Augsburger Allgemeine Zeitung or students.

At a plenary meeting in early 2015, 83 percent of those present voted for the introduction of a civil clause. In December 2015, the EULe voted against a civil clause.
