In November 2003 he was one of the founders of the Partito Socialista Nuova San Marino , in 2005 he founded the Nuovo Partito Socialista and became its political general secretary. In 2012 the NPS merged with the Partito Socialista Riformista Sammarinese to form the Partito Socialista . Casali was party chairman from April 2013 to March 2015.

Casali was first elected to the Consiglio Grande e Generale , the Parliament of San Marino, in 1988. He was re-elected in the subsequent elections in 1993, 1998, 2001, 2006 and 2008. In the parliamentary elections in 2012, he ran on the list of the Partito Socialista, which won seven parliamentary seats and failed to make it into parliament in 8th place. In September 2016, NSM merged with the Alleanza Nazionale Sammarinese and the Moderati Sammarinese to form the Rinascita Democratica Sammarinese (RDS). In the elections on November 20, 2016, Casali ran on the list of RDS, which failed to make it into parliament with 1.6% of the vote.

From May to June 2002 he was Minister of Justice (Segretario di Stato per la Giustizia, i Rapporti con le Giunte di Castello, l'Azienda Autonoma di Stato di Produzione e l'Azienda Autonoma di Stato per i Servizi Pubblici) , then Foreign Minister until December 2002 (Segretario di Stato per gli Affari Esteri, Emigrazione e Immigrazione) . In 2008 he was again Minister of Justice in the cabinet of Patto per San Marino (Segretario di Stato per la Giustizia, l'Informazione, Ricerca e Rapporti con le Giunte di Castello) . On July 16, 2012, Casali and Education Minister Romeo Morri announced their resignation, the resulting government crisis led to the early elections in November 2012.
