Citizens' initiative to stop foreigners

Since the 1980s, right-wing extremist groups from the environment of the National Democratic Party of Germany (NPD) have been active in several German states under the name Bürgerinitiative Ausländerstopp (BIA) , initially in North Rhine-Westphalia . In the 1990s and after 2000, such organizations successfully run in local elections in Bavaria in some cases . In addition, groups with similar names and comparable goals are formed again and again in various federal states, e.g. B. the "Citizens' Initiative Fürth " (BiSF).

North Rhine-Westphalia

Wattenscheid

The first "citizens' initiative to stop foreigners" was founded in 1980 by former NPD functionaries in Bochum - Wattenscheid . Every second Monday she published the publication “German Future”. One of the initiators was the NPD member Hagen Prehl, who had already appeared in Munich at the end of the 1970s with xenophobic leaflets for the “Aktion Ausländerstopp” (Action for Foreigners Stop).

In the early 1980s, the organization submitted a petition for a referendum to set up school classes in North Rhine-Westphalia that were separated according to German and foreign children . On March 23, 1982, the state government rejected the application as inadmissible because such a proposed law falls under the jurisdiction of the federal government. Another petition for a referendum on “return assistance for foreign workers and their families” was also rejected.

The appearance of the organization led to numerous protests by anti-fascist groups and organizations. As a highlight, under the motto “No freedom for the seducers”, the center of the “Citizens' Initiative to Stop Foreigners” in Wattenscheid was besieged for a week from September 19, 1982 to September 24, 1982. Cultural events such as music, discussion and information events accompanied the campaign.

Recklinghausen

Another such group was formed at the same time in Recklinghausen in the district of the same name , where it was headed by the NPD district chairman Joachim Gläßel.

Bavaria

In the Bavarian municipal elections in 1996 , a “citizens' initiative to stop foreigners” in the Neumarkt district in Upper Palatinate received two percent and a mandate.

Nuremberg

In July 2001, another such group was founded in Nuremberg with the personal and material support of the NPD. Their goal was to "stand for the [Nuremberg] city council election and move into the Nuremberg town hall with the largest possible parliamentary group". Günter Deckert was initially planned as the top candidate, but due to his dismissal from the civil service in 1988 under the Bavarian municipal electoral law, he no longer met the requirements for admission to such a candidacy and had also failed to draw up his own signature list. Until 2002 Gerhard Ittner was active in this “citizens' initiative to stop foreigners”.

His position was taken over by Ralf Ollert , who entered the Nuremberg city council in the local elections on March 3, 2002 with 2.3 percent of the vote. Other places on the list were also filled with members and officials of the NPD. B. the long-time NPD district chairman Gudrun Dörfel in 24th place. Other candidates came from the spectrum of the neo-Nazi Free Comradeships .

Shortly after the election, the public prosecutor initiated an investigation against Ralf Ollert for sedition . The starting point was publications on the organization's website, which spoke of a “Judeo-globalist genocide program of the 'multicultural society'” and that the “German people [...] in their biological-ethnic composition and their cultural identity on the severely threatened ".

After the local elections on March 2, 2008 , the BIA had two seats ( Ralf Ollert , Sebastian Schmaus ) in the Nuremberg City Council and defended them in 2014 . The group started again in 2020 . Due to her result of just over 0.5%, she resigned from the city council.

Munich

For the city ​​council election on March 2, 2008 , a grouping with this name also entered and achieved a share of the vote of 1.4 percent. The top representative Karl Richter thus received a seat on the Munich city council . On August 21, 2008, Richter was sentenced to a fine of 5600 euros for giving a Hitler salute when he was sworn in as a city councilor. On September 1, 2009, the penalty was reduced to 2800 euros, taking into account the defendant's financial circumstances.

Although Karl Richter was re-elected to the Munich City Council in the 2014 local elections, his election result was halved compared to 2008 with only 0.7% of the votes. In 2020 , the group only received 0.2% of the votes and left the city council.

augsburg

An organization with this name has been active in Augsburg since 2013 under Roland Wuttke. For City Council election in 2014 was lack of supporter signatures not admitted.
