The Federal Institute for Materials Research and Testing ( BAM ) is a higher federal authority and institution for departmental research in the Federal Republic of Germany, based in the Berlin district of Lichterfelde . Under its guideline Safety in Technology and Chemistry , it is responsible for public technical safety and for metrological tasks in chemistry . The BAM has around 600 positions for civil servants and employees (as of 2020).

Historical development

In 1871 the founding decree of the mechanical-technical research institute was issued as the first of the royal Prussian research institutes. Between 1904 and 1919 the research institute was the Royal Material Testing Office and from 1919 to 1945 the State Material Testing Office (MPA). The Chemisch-Technische Reichsanstalt (CTR) existed between 1920 and 1945 as the successor to the military research office founded in 1889 . After the Second World War , MPA and CTR were merged in 1945 under the supervision of the Berlin magistrate . In 1954 the newly established Federal Institute for Mechanical and Chemical Material Testing (BAM) was taken over by the Federal Republic of Germany and in 1956 the name was changed to the Federal Institute for Material Testing (BAM). In 1969 the BAM became a higher federal authority and in 1986 the name was extended to the Federal Institute for Materials Research and Testing (BAM).

tasks

The tasks of the BAM can be found in the area of ​​material – chemistry – environment – ​​safety. BAM has the legal mandate for:

  • Sovereign functions for public technical security (e.g. participation in the Explosives Act )
  • Participation in rule-making (laws, ordinances, national and international standards )
  • Advising the federal government, business and organizations
  • Development and provision of reference methods and reference materials
  • Further development of safety and reliability in chemistry and materials science

One of the best-known tasks of the Federal Agency is the inspection of pyrotechnic products . A review by BAM is no longer necessary due to a ruling by the European Court of Justice.

Other BAM activities are the approval of dangerous goods enclosures for the transport of dangerous goods, the further development of non-destructive material testing for the early detection of damage and the avoidance of accidents as well as the development and provision of reference materials for analytical chemistry, e.g. B. in environmental laboratories.

Since 2006, the preservation of the cultural heritage has been part of the target agreement between BAM and the Federal Ministry of Economics and Technology . The projects to study the Qumran scrolls , the Nebra sky disc , medieval silver pen drawings or historical inks were prominent examples.
