List of central banks

The Banka e Shqipërisë ( Albanian for Bank of Albania ), the Central Bank of Albania . It is responsible for the monetary policy of the Balkan state and emits the national currency Lek .

The head office is located on Skanderbeg Square in the Albanian capital Tirana . The regional offices are located in Shkodra , Elbasan , Gjirokastra , Korça and Lushnja .

In 1913, Ismail Qemalis sought to found an Albanian central bank. This project failed due to a lack of capital and the political situation shortly before the outbreak of the First World War . In 1925, the central bank was founded under the Ahmet Zogu government . The capital came from an Italian consortium which completely controlled the new banking house; for example, the bank's headquarters were in Rome and not in the Albanian capital. In 1944 the bank was nationalized by the communists . From 1925 to 1944 it was called Banka Kombëtare e Shqipërisë (National Bank of Albania) , from 1944 to 1992 Banka e Shtetit Shqiptar (Bank of the Albanian State) .

In July 2014 it became known that an employee had stolen around 7.13 billion lek, about five million euros, over four years. He had replaced newly delivered notes with old ones. He spent the money on games of chance and sports betting. Numerous people were arrested in the course of the investigation, including the governor and the chairwoman of the board of directors in September. While the chairwoman was released, the public prosecutor's office accused the governor of abuse of office.

The governor (alb. Guvernatori ) of the central bank of Albania is elected by parliament for a period of seven years , according to Article 161 of the Constitution on the proposal of the President . According to Article 44, governor can be any member of the bank's nine-person supervisory board. The head of the central bank has the right to be re-elected once.

On October 28, 2004, Ardian Fullani was proposed by former President Alfred Moisiu and approved by parliament. On November 17, 2011, he was re-elected for a second term. On September 6, 2014, he was arrested in connection with the theft of tens of millions. On December 4, 2014, Ghent Sejko was proposed as the new governor of the bank by President Bujar Nishani and was confirmed by parliament on February 5, 2015.

Main building architecture

The main building on Skanderbegplatz

The Bank of Albania building north of Skanderbeg Square in the middle of Tirana was completed in 1936. His architectural style is in the direction of rationalism , a direction that flourished in Europe in the first half of the 20th century. The project for the building was realized by the Italian architect Vittorio Ballio Morpurgo (1890–1966).

This style is known for its large volumes and distinctive lines on the facade. It was mainly adopted from government buildings with an official character with the aim of expressing the power of the governments of the time, and it was used in many Western European countries. From this point of view, the construction of the Central Bank of Albania is also part of the most prominent buildings of the time with its own style, rationalism.

In his project idea, the building was designed with a polygonal floor plan and divided into two functional areas: the main part, which would take on the representative function of the bank, and its work area. The latter would be connected to the main section on both sides in the 1940s, but this was not realized due to the outbreak of World War II .

The main part is built in an arch, caused by its location on the main town square. The main entrance of the building was realized with a huge portal that takes up the whole height of the facade and stands on wide columns. The outer walls are decorated with wall reliefs made of brick in the characteristic color.

Originally, a residential building for the bank employees was also part of the project idea. This block of flats would also have been built in the rationalist style and would have stood near the bank, adjacent to the old parliament building (today the puppet theater ).

In 2008, the central bank published the first plans to restore its headquarters in Tirana. An Italian architecture firm was supposed to modernize, renew, expand and bring the building up to date for around 13 million euros. In the meantime the bank moved into offices in the former Hotel Dajti , which it had bought for this purpose. At the beginning of 2015, the renovation work on the facade and inside was almost complete, and employees moved back into the renovated premises. The renovation work was completed at the end of October and a bank museum was integrated into the new part of the building.
