Preliminary round

In the preliminary round four teams played against each other in three groups. The winner of a game received two points, the loser one point. If a game was tied at the end of regular time, there was extra time.

Semi-final round

The first and second placed in the preliminary round played for the first eight places in the semi-finals. The host country, the Philippines, and the defending champion, the Soviet Union , qualified directly for the semi-finals.
