Bernard H. Oxman

Bernard Herbert Oxman (born December 2, 1941 in New York ) is an American lawyer and professor of international law at the University of Miami .

Life

Oxman studied law at Columbia University , where he worked as a research associate before joining the government in 1965. There he worked for the Judge Advocate General's Corps of the United States Navy and in their Department of International Law in the United States Department of Defense . From 1968 to 1977 Oxman was an advisor to the United States Department of State and was responsible for matters relating to the law of the sea . Oxman was a member of the third UN Conference on the Law of the Sea from 1974 to 1982 and was instrumental in drafting the English version of the United Nations Convention on the Law of the Sea .

Oxman has been Professor of International Law at the University of Miami since 1980. During this time he held visiting professorships at Johns Hopkins University , Stanford University and Paris II University .

In 2003, Oxman was nominated by Singapore as an ad hoc judge in a dispute between Malaysia and Singapore before the International Tribunal for the Sea in Hamburg . In 2011 he was also selected as an ad hoc judge in proceedings between Bangladesh and Myanmar before the International Tribunal for the Sea of ​​Myanmar. Oxman was also an ad hoc judge at the International Court of Justice in The Hague , namely in the Maritime Delimitation in the Black Sea case between Romania and Ukraine .

On February 4, 2013, he was appointed to a five-member arbitration tribunal under the Convention on the Law of the Sea . Together with Aun Schaukat al-Chasauneh , Elsa Kelly , Thomas A. Mensah and Bruno Simma , he should decide on a dispute under maritime law between Argentina and Ghana .

Oxman is admitted to the bar in New York State and is a member of the American Law Institute , among others . He was also editor-in-chief of the American Journal of International Law until April 3, 2013, together with Lori Fisler Damrosch .
