Bernd Holznagel
Bernd Holznagel (born September 19, 1957 in Lehrte ) is a German legal scholar. His main research areas are information , telecommunications and media law as well as energy law .
Life
After studying law and sociology at the Free University of Berlin , Holznagel passed his first state examination in 1983 and his diploma in sociology in 1984 . A research stay at Harvard Law School and MIT followed . In 1986 he obtained a Master of Laws (LL.M.) from McGill University in Montreal (Canada) ; In 1990 he was at the University of Hamburg for Dr. jur. PhD . In 1991 Holznagel passed the second state examination in Hamburg . In 1996 he completed his habilitation on broadcasting law in Europe. On the way to a common law of European broadcasting regulations , which was awarded the special prize of the European Group of Public Law .
In 1997 Bernd Holznagel was appointed full professor for constitutional and administrative law at the Westphalian Wilhelms University in Münster and took over the management of the public law department of the local institute for information, telecommunications and media law .
Holznagel is married.

Allegations of plagiarism
As the VroniPlag Wiki reports and documents, the study book Legal Working Techniques and Methods , published in 2012 and whose authors include Holznagel, contains numerous passages suspected of plagiarism, including from articles on the German-language Wikipedia . The Nomos Verlag then, in agreement with the authors, removed the book from its publishing program on June 19, 2012. Following an internal review, Holznagel issued a public statement on the allegations. In two dissertations supervised by Holznagel, the previous suspicion of plagiarism was confirmed. The University of Münster issued a reprimand for another dissertation. Hermann Horstkotte and Volker Rieble have criticized in the media that the University of Münster did not bring any disciplinary proceedings against Holznagel.
