Curt Bernhard Ottomar Blüher (born April 11, 1864 in Freiberg ; † July 12, 1938 in Dresden ) was a German lawyer, politician ( DVP ), member of the Saxon state parliament and Mayor of Dresden from October 1, 1915 to March 31, 1931 .

Life

The son of the Freiberg lawyer and notary Ottomar flowering visited the prince school in Meissen ( St. Afra ) and studied in Leipzig and Berlin law . First he took over his father's legal practice in 1892. In 1899, Blüher was elected mayor of Freiberg (Saxony). In 1909 he accepted the call to the Saxon Higher Administrative Court in Dresden.

As a representative of the 3rd urban constituency, he was elected to the second chamber of the Saxon state parliament in 1915 . From October 1, 1915 to March 31, 1931 he was Lord Mayor of Dresden. Associated with this office was his appointment to the first chamber of the state parliament, so that he resigned his mandate in the second chamber on September 30, 1915. Because of his services to the city, the city ​​council elected him mayor for life in June 1918. The political situation prevented him from doing this. He endeavored to ensure an efficient administration of the city (new townhouse building on Theaterstrasse 1923), which recorded a strong increase in the population due to the incorporation during this time (1919: approx. 530,000, 1930: approx. 630,000). He influenced an orderly urban development. Numerous building projects by housing associations fell during his term of office. The termination of his office as Lord Mayor took place at his own request with the request for retirement.

From 1919 to 1930 he was a member of parliament and parliamentary group chairman of the DVP in the Saxon People's Chamber and in the Saxon State Parliament . He resigned from office as a result of disputes over the position towards social democracy.

Others

The Blüherpark (1931), the Blüherwiese and the Blüherstrasse (1931, Blüher-Allee) are named after him . He is an honorary citizen of Freiberg / Saxony. In 1926 he received an honorary doctorate from the Technical University of Dresden "in recognition of his far-sighted and successful efforts to promote science and technology in Dresden". Two years earlier he had already become an honorary senator of the TH Dresden.

The philosopher Hans Blüher (1888–1955) was a distant relative of Bernhard Blüher.
