After studying law in Leipzig (1873 to 1876), during which he was a member of the Afrania Leipzig Landsmannschaft , Beutler worked as a lawyer for several years. He later became mayor of the Saxon cities of Meerane and Freiberg . From 1888 to 1893 Beutler was a secret and lecturing council in the Saxon Ministry of Finance.

In addition, he received an honorary doctorate from the Technical University of Dresden “in recognition of his great services to the industrial development of the city of Dresden and with regard to the support that the Technical University received at all times” . Gustav Otto Beutler died in 1926. In order to honor his services to the city, the Beutlerpark , previously Schanzenpark, in the Dresden Südvorstadt was named after him. Beutlerstraße is named after him in the city of Freiberg .
