Bernhard Nikolaus Kaster (born November 1, 1957 in Trier ) is a German politician ( CDU ). From 2002 to 2017 he was a member of the German Bundestag .

Life

education and profession

After completing secondary school in 1975, Kaster trained in the administrative service of the state of Rhineland-Palatinate at the Trier district government . In 1982 he graduated from the University of Applied Sciences in Mayen with a degree in administration. Then Kaster became deputy head of the Office for Defense Burdens Administration in the Trier administrative district. In 1992 he moved to the Ministry of the Interior and Sport of the State of Rhineland-Palatinate. From 1994 to 1997 he worked as an administrative manager in the health administration.

Party career

In 1976 Kaster joined the CDU and the Junge Union . From 2000 Kaster was chairman of the local political association Trier-Saarburg. After he was deputy chairman of the CDU district association Trier-Stadt from 1990 to 1997, he was elected district chairman on May 14, 2007. He was confirmed in this office on November 28, 2009. In addition, he ran in autumn 2007 as an opposing candidate to the state parliament member Michael Billen ( Bitburg-Prüm ) for the chairmanship of the district association. He narrowly failed and was subsequently elected deputy district chairman.

Public offices

From 1997 to 2002 Kaster was directly elected mayor of the Trier-Land community .

Member of Parliament

From 1989 to 1997 Kaster was a member of the city council of Trier.

From 2002 to 2017 he was a member of the German Bundestag . From 2002 to 2005 he was a member of the Budget Committee , where he was the main reporter for the Federal Chancellery and the Press and Information Office of the Federal Government (BPA). During this time he was also responsible for the Federal Government's major public relations inquiry (printed matter 15/1960). Since November 29, 2005 he has been Parliamentary Managing Director of the CDU / CSU parliamentary group and also works for the parliamentary group as a security officer in the Bundestag.

Kaster entered the Bundestag as a directly elected member of the Trier constituency in 2002 via the Rhineland-Palatinate state list , in 2005 with 43.1 percent of the first votes , in 2009 with 45.7 percent and in 2013 with 48.8 percent . In the 2017 federal elections , he decided not to run.

Other engagement

Kaster was chairman of the German-Russian parliamentary group . He was re-elected to this office on April 10, 2014. On the occasion of his re-election, he emphasized that especially in crisis situations the parliamentary group could play a special role and build a bridge between the Russian State Duma and the German Bundestag. From July 4 to July 9, 2015, the group traveled to Russia for talks and, in addition to Moscow, also visited the Siberian metropolis of Novosibirsk . In addition to the parliamentary contacts, Kaster also sees the " Petersburg Dialog " as a platform that should continue to be used for discussions between German and Russian politicians. "However, the current issues must be addressed with great openness and criticism, according to Kaster.

Kaster was also a member of the European Union parliamentary group of the German Bundestag .

Sideline

Kaster was a member of the Board of Directors of Sparkasse Trier until December 31, 2014.

Private

Bernhard Kaster is married and has two daughters.

In 2012 he was awarded the Order of Merit Pro Merito Melitensi of the Order of Malta .

Others

According to a list published by the Bundestag administration, in his function as security officer of the CDU / CSU parliamentary group in 2015 , Kaster was involved in granting access authorizations to the Bundestag for a total of 391 external stakeholders. This corresponds to more than half of the total of 620 access authorizations listed in this list. According to a separate procedural description as well as the access and behavioral rules of the Bundestag, the security officers of the parliamentary groups represented in the Bundestag were always involved by the Bundestag administration in issuing an access authorization if such an authorization could not be issued via the so-called association list of the Bundestag. Only associations and no companies can register there.

Kaster rejects a mandatory lobbyist register, which is supposed to make the relationships of external stakeholders to members of the Bundestag more transparent. In his view, this is a "bureaucratic monster".
