The modern, political districts of the Habsburg monarchy were created in 1867/68 when the political and judicial administration was separated.

The district of Ljubljana was formed from the judicial districts of Ljubljana ( Slovene Sodnijski okraj Ljubljana ) and Oberlaibach ( Vrhnika ) on March 10, 1867 , with the city of Ljubljana not being part of the district.

50,519 people lived in the Ljubljana district in 1869, with 8021 houses in the district.

The district had a present population of 54,057 in 1880, with 53,289 people giving Slovene and 593 people German as the colloquial language.

In 1910, 62,072 people were expelled from the district, of whom 61,290 spoke Slovene (98.7%) and 391 German (0.6%).

Due to the border regulations of the Treaty of Saint-Germain , concluded on September 10, 1919 , the district of Ljubljana was completely added to the Kingdom of Yugoslavia.
