The modern, political districts of the Habsburg monarchy were created in 1867/68 when the political and judicial administration was separated.

The Rudolfswerth district was formed on March 10, 1867 from the judicial districts Rudolfswerth ( Slovene Sodnijski okraj Novo Mesto ), Seisenberg ( Žužemberk ) and Treffen ( Trebnje ).

In 1869, 44,559 people lived in the Rudolfswerth district, with 7,988 houses in the district.

The district had a present population of 46,493 in 1880, with 42,355 people reporting Slovene and 3,993 people using German as their colloquial language.

In 1910 47,387 people were expelled from the district, of whom 44,122 spoke Slovene (93.1%) and 2977 German (6.3%).

Due to the border regulations of the Treaty of Saint-Germain concluded on September 10, 1919 , the Rudolfswerth district was completely added to the Kingdom of Yugoslavia.
