The modern, political districts of the Habsburg monarchy were created in 1867/68 when the political and judicial administration was separated.

The district of Loitsch was formed on March 10, 1867 from the court districts of Loitsch (also Planina ; Slovene Sodnijski okraj Logatec ), Laas ( Lož ) and Idria ( Idrija ).

In 1892 the establishment of the judicial district Zirknitz ( Cerknica ) was determined, which was created from parts of the judicial district Loitsch. On January 1, 1894, the District Court of Zirknitz finally started its activities.

In 1869, 35,152 people lived in the Loitsch district, with 5,140 houses in the district.

The district had a population of 37,702 present in 1880, of which 37,344 gave Slovene and 230 German as the colloquial language.

In 1910 41,009 people were expelled from the district, 40,584 of whom spoke Slovene (99.0%) and 209 German (0.5%).

Due to the border regulations of the Treaty of Saint-Germain , which was concluded on September 10, 1919 , the Loitsch district was completely added to the Kingdom of Yugoslavia.
