Together with the Upper Rhine Valley district, it formed the part of the St. Gallen Rhine Valley between Rheineck and Rüthi .
Thal has been part of the Rorschach constituency since 2003 , the other municipalities have since formed the Rheintal constituency with the municipalities of the Upper Rhine Valley district . The Lower Rhine Valley forms a sub-region of the St. Gallen Rhine Valley.
