Guildford is an administrative district with borough status in the county of Surrey in England . The administrative seat is the city of Guildford ; other significant places are Albury , Ash , Ash Vale , Compton , East Horsley , Effingham , Normandy , Pirbright , Puttenham , Ripley , Send , Shalford , Shere , Tongham , West Clandon , West Horsley and Worplesdon . Guildford is the twin town of Freiburg im Breisgau in Germany.

The district was formed on April 1, 1974 and was the result of the merger of the Municipal Borough of Guildford and the Rural District of Guildford.
