Epsom and Ewell is an administrative district with borough status in the county of Surrey in England . It consists of the two cities of Epsom (administrative headquarters) and Ewell , both of which are on the border with Greater London . Horse racing derbies are held every year at the Epsom Downs racing course .
The Urban District was created in 1894 and was called Epsom until 1934 . In 1934 it was converted into a municipal borough . In 1965 and 1974 there were plans to make Epsom and Ewell a borough of Greater London, but the boundaries remain unchanged to this day.
