Waverley is an administrative district with borough status in the county of Surrey in England . It is named after Waverley Abbey , the oldest Cistercian monastery in Great Britain. The administrative seat is Godalming , but the largest city is Farnham . Other significant places are Alfold , Bramley , Chiddingfold , Churt , Cranleigh , Dunsfold , Elstead , Ewhurst , Frensham , Haslemere , Witley and Wonersh .

The district was formed on April 1, 1974 and arose from the merger of the Municipal Borough Godalming, the Urban Districts Farnham and Haslemere and the Rural District Hambledon.
