The Federal Government of Somalia ( Somali : Dowladda Federaalka Soomaaliya, Arabic حكومة الصومال الاتحادية) is the internationally recognized government of the Federal Republic of Somalia . The current cabinet has been in office since February 9, 2015.

history

After the dissolution of the interim government , which ruled from 2000, a new government, the Somali parliament and a new head of state were elected on August 20, 2012 . The government consists of the government as the executive branch and the parliament as the legislative branch . This is the first time since 1991 that a constitutionally formed government is in office.

Function and position in the political system

Somalia is a parliamentary republic , which means that the government depends on parliament's confidence. It is formed in a number of steps: the president, who is elected by parliament for a four-year term, appoints a prime minister, who in turn is head of government . The prime minister-designate must first be confirmed by parliament. The Prime Minister then forms his cabinet, which has to be approved again by Parliament. Most executive powers rest with the cabinet, which has a four-year term. As head of state, however, the president is primarily responsible for the representation of Somalia abroad and the army (declaration of a state of emergency and war ). On paper, the government organs are still managed by the president, to whom the cabinet reports regularly.

Previous cabinets

The first regular Prime Minister after the new constitution came into force was Abdi Farah Shirdon : Appointed on October 6, 2012, Shirdon was confirmed by Parliament on October 17 with three quarters of the vote. He presented his cabinet on November 4, 2012, which was also approved by Parliament on November 13. On December 2, 2013, after a term of about a year in office, Parliament expressed its distrust of the government and brought it down.

Abdiweli Sheikh Ahmed was appointed Prime Minister on December 12, 2013, presented his cabinet on January 17, 2014, and was confirmed on January 21, 2014. However, he was not granted a long term in office either - Ahmed was dismissed by a vote of no confidence in December 2014 after disagreements with the president.

On December 24, 2014, Omar Sharmarke was appointed the new Prime Minister. This was welcomed by all of the major political groups in the country and by international organizations. Many ministers in his government were taken over by the previous cabinet, which provoked opposition from some parties. After a few changes, the cabinet was confirmed by parliament on February 9, 2015.

Hassan Ali Khaire was appointed Prime Minister by President Mohamed Abdullahi Mohamed on February 23, 2017 . He announced his cabinet in March 2017.
