The government of Senegal (Gouvernement du Senegal ) directs and coordinates the politics of the nation under the leadership of the Prime Minister until May 2019 . This was responsible to the President of the Republic and the National Assembly . The last prime minister was Mahammed Boun Abdallah Dionne . After the 2019 presidential election , the office was abolished on May 14, 2019 at the instigation of President Macky Sall as part of a constitutional amendment. In future, the President of the Republic will conduct government affairs directly in the sense of a presidential form of government.

Constitutional position

The constitutional rights and duties of the government are essentially derived from Articles 42, 49, 53 to 57, 85 and 86 of Senegal's constitution .

The first step in forming a government is the appointment of the Prime Minister by the President of the Republic. At his suggestion, he then appoints the ministers and determines their portfolio. The President chairs the Council of Ministers. He can dismiss the prime minister and thus the entire government at any time. He is also responsible for dismissing individual ministers.

Membership in government is incompatible with a parliamentary mandate or paid public or private professional activity.

After his appointment, the Prime Minister makes a general policy statement before the National Assembly. This declaration will be followed by a debate , after which the Prime Minister can ask the vote of confidence . In the event of a vote of confidence, it is given by an absolute majority of the members of the National Assembly.

The government is a collegial constitutional institution based on solidarity. The resignation of the Prime Minister or any other resignation leads to the resignation of all members of the government.

The prime minister is in charge of the state administration and the filling of the non-military posts established by law. He ensures the implementation of laws and has the power to issue ordinances (decrees) within the framework of the constitution . The Prime Minister's ordinances are countersigned by the government officials responsible for their implementation. The Prime Minister chairs the inter-ministerial councils. He chairs the ministerial meetings or appoints a minister for this purpose. He can delegate certain powers to the ministers.

The members of the National Assembly have the right to address parliamentary questions to the Prime Minister or other members of the government who must answer them. The Prime Minister and other members of the government are also available to answer questions from the National Assembly .

After consultation in the Council of Ministers, the Prime Minister can combine a government project or a general government statement with the vote of confidence . The vote can only take place two days after the vote of confidence. If the vote of confidence does not win an absolute majority of the members of the National Assembly, this leads to the collective resignation of the government. The National Assembly can have the government resign by voting on a motion of censure. If the motion of censure is accepted, the Prime Minister shall immediately submit the resignation of the government to the President of the Republic.

The Prime Minister can, after consulting the Council of Ministers, put a vote of confidence in the National Assembly for the vote on the draft budget law . In this case, the draft is deemed to have been accepted unless a motion of censure submitted within 24 hours leads to success.
