The Federal Securities Administration ( BWpV ), formerly the Federal Debt Administration ( BSV ), was a German federal authority that was merged into the German Finance Agency in August 2006 .

history

The direct forerunner of the agency was the Debt Administration of the United Economic Area , which was established on July 13, 1948. On December 13, 1949 this was converted into the federal debt administration and from then on belonged to the administration of the federal government . Until the end of 2001, the authority was called Federal Debt Administration with its seat in Bad Homburg vor der Höhe and was subordinate to the Federal Ministry of Finance . The forerunner of this upper federal authority was the Reich debt administration in Berlin after the establishment of the German Reich .

From 2002 the authority was renamed to Bundeswertpapierverwaltung . The legal basis for the work of the Federal Securities Administration was the law on the reorganization of the federal debt register law and the legal basis of the federal debt administration (Federal Securities Administration Act - BWpVerwG) of December 11, 2001.

After the Federal Debt Modernization Act ( BGBl. 2006 I p. 1466 ) was passed, the Federal Securities Administration was dissolved on July 31, 2006. Since August 1, 2006, the remaining tasks and some of the staff of the former Federal Securities Administration have been integrated into the German Finance Agency in Frankfurt am Main .

The Federal Securities Administration notarized and administered the loans , guarantees and international participation and contribution obligations taken out by the federal government .

As a service authority, it also offered free custody account management for federal securities and their free purchase.

Sales point for collector coins

In addition, she was responsible for certain tasks in the field of coinage , so the Federal Securities Administration was commissioned by the Federal Ministry of Finance in 1967 to set up a "sales point for the collector's coins of the Federal Republic of Germany " (VfS). In numismatic jargon, the term “oBH” for “Original Bad Homburg” was created as a synonym for such collector coins that are still in unopened original packaging (mostly plastic bubble wrap). These pieces fetch a higher price in stores.
