The Education and Science Center of the Federal Finance Administration (BWZ) is responsible within the German customs administration for training, preparation of customs tariff reports, examination of samples from customs offices, knowledge management and the further development of internal control instruments.

Since January 1, 2016, following a restructuring of the Federal Customs Administration, it has been incorporated into the newly established General Customs Directorate as Directorate IX .

The BWZ had already been merged from various previously independent departments as part of the structural development project of the customs administration (PSZ) and has since been directly subordinate to the Federal Ministry of Finance . With the restructuring at that time, the former designations ZLA (Zolllehranstalt) and ZPLA (Zolltechnische Prüfungs- und Lehranstalt) were for offices for decentralized training and further education, preparation of customs tariff reports and the examination of samples as well as the former designation BZ (education center) for offices for central training - and no further training.

Tasks of the work areas

  • Education and training: Theoretical training for candidates for the middle service, parts of the theoretical training for candidates for the higher service, training for members of the federal tax administration (deepening of specialist knowledge, behavior and leadership training, foreign languages, unarmed self-defense, shooting training)
  • Department of Finance: Training of candidates for the higher service as part of a university of applied sciences course, training of candidates for the upper level administrative IT service as part of a university of applied sciences course
  • Science and technology: Examination, analysis and appraisal of goods for the classification of the goods in the customs tariff and the market regulation goods list, for checking bans and restrictions (e.g. narcotics or species protection) as well as in the context of consumption tax laws.
  • Customs dog schools: Basic and advanced training for customs dogs and handlers.
  • Control support customs: Implementation, maintenance and further development of the internal control concept and controlling, cost and performance accounting, cost and performance planning, implementation of profitability calculations. Support Customs receives the technical instructions directly from the Federal Ministry of Finance.
  • Information and knowledge management customs: answering general inquiries from private individuals and companies on the various areas of customs law, financial control of illegal work and information on customs numbers.
