The fourth CONCACAF Women's Championship (North American Women's Football Championship ) took place in Canada from August 28 to September 6, 1998 and served as qualification for the 1999 World Cup . The venues were Etobicoke and Scarborough . The Canadians won for the first time , setting a tournament record that is still valid today with their 21-0 victory over Puerto Rico . The field of participants was expanded to eight nations. Defending champion USA did not take part in the tournament because the team was automatically qualified as host for the World Cup.
The eight finalists were divided into two groups of four teams each. Within the groups, each team played once against each other team. The group first and second reached the semi-finals. The semi-final winners reached the final while the semi-final losers played for third place.
