Carte Patrick Goodwin (born February 27, 1974 in Mount Alto , Jackson County , West Virginia ) is an American lawyer and politician ( Democratic Party ). He represented the state of West Virginia in the US Senate from July 20 to November 15, 2010 and was its youngest member during this period. Goodwin had been appointed by Governor Joe Manchin to succeed the late Robert Byrd ; after Manchin's victory in the by-election on November 2, 2010, he succeeded Goodwin two weeks later.

Life

Carte Goodwin grew up in a rural area of ​​West Virginia on the Ohio border . He graduated from Ripley High School in 1992 and graduated magna cum laude from Marietta College in 1996 for a bachelor's degree in philosophy . He attended until 1999, the Law School of Emory University in Atlanta . After graduation, he worked as a law clerk for Robert Bruce King , a federal judge on the United States Court of Appeals for the fourth district of the United States . In 2000 he joined the family-owned law firm Goodwin & Goodwin , for which he worked until 2005.

Goodwin is married with one son. His wife worked as the state campaign director for then-second Senator from West Virginia, Jay Rockefeller . His older brother Booth was a federal attorney for the southern district of West Virginia from 2010 to 2015 . His uncle Joseph Robert Goodwin is the Chief Justice of the United States Court of Appeals for the Fourth Circuit , the federal district court for the southern district of West Virginia; his late father, Stephen Goodwin, served on the governing body of West Virginia University .

Public service career

During Governor Joe Manchin's first tenure between 2005 and 2009, Carte Goodwin served as chief legal advisor to Manchin's staff before returning to his family's office. He briefly served as chairman of the West Virginia School Building Authority . In June 2009 he was appointed by Governor Manchin to chair an independent commission to determine the need to reform the West Virginia judicial system.

After the death of Robert Byrd, the longest serving Senate in Congress history , on June 28, 2010, Joe Manchin named his former legal advisor to succeed him. Goodwin stated that he will not run for re-election and will vacate his seat once a new Senator is elected. Political observers viewed him as a placeholder for Manchin himself, who was expected to run in the November 2, 2010 by-election. This was confirmed a short time later when the governor announced his official candidacy. Manchin won both the intra-party primary and the actual election against Republican John Raese and was sworn in on November 15, 2010 as Goodwin's successor.
