Vincent "Ċensu" Tabone (born March 30, 1913 in Victoria , Gozo , † March 14, 2012 in San Ġiljan , Northern Harbor ) was a Maltese politician and from 1989 to 1994 President of his country.

Career

Degree and internationally renowned specialist

Ċensu Tabone graduated from the University of Malta with a degree in pharmacy in 1933. This was followed by a degree in medicine, which he finished in 1937 as a Doctor of Medicine (MD). During World War II , Dr. Tabone as regimental doctor in the Royal Malta Artillery and later as an ophthalmologist in the Mtarfa Military Hospital.

After the war, he finished his specialist studies as an ophthalmologist in 1946 with a diploma in ophthalmology from the University of Oxford . He also received a diploma in ophthalmic medicine and eye surgery from the Royal College of Surgeons. Already two years later this appointed him a visiting scientist ( Fellow ). In 1953 he also earned a doctorate in medical law (DMJ) from the Society of Apothecaries of London.

After his return to Malta he worked for several years as an ophthalmologist in various hospitals in Malta. In addition, he worked for the WHO for many years as an expert on conjunctivitis . In this role he toured Taiwan , Indonesia and Iraq, among others . He was also the founder of the Medical Association in 1954 and president for several years.

From 1957 he was eventually a member of the University of Malta Faculty of Medicine and Lecturer in Clinical Ophthalmology.

Political career

Positions in the Nationalist Party

Since the early 1960s, Tabone was also politically active. After he became a member of the Executive Committee of the Nationalist Party (NP) in 1961, he became general secretary of the NP in 1962 under the then chairman Ġorġ Borg Olivier . He held this office until his election as First Deputy Chairman of the NP in 1972. From 1977 to August 1985 he was finally President of the Executive Committee of the NP. At the same time he was spokesman for the NP for foreign affairs from 1978 to 1987.

MP and Minister

Tabone ran for the first time unsuccessfully for election to parliament in 1962. From 1966 to 1989 he was a member of the House of Representatives and as such represented the constituencies of Msida , San iljan , Sliema and Gżira .

In 1966, Prime Minister Borg Olivier appointed him Minister for Labor, Employment and Welfare. In this capacity he drew attention to the problems of an aging world population at the United Nations as early as 1968 . Twenty years later the UN Institute on Aging was founded in Malta in 1988. However, he lost the ministerial office after the electoral defeat of the NP against the Malta Labor Party (MLP) in June 1971.

After the NP's election victory in May 1987, Prime Minister Edward Fenech Adami appointed him Foreign Minister. In this capacity, Tabone again drew attention to the problems of climate change at the UN Assembly in September 1988 . A UN resolution to reduce CO 2 emissions was then passed within three months . On March 16, 1989, he announced his resignation as Foreign Minister.

Member of the Council of Europe

From 1973 on, Ċensu Tabone was also a member of the Assembly of the Council of Europe . In this function he was a member of the local committees for political affairs as well as for health and social affairs for many years. Most recently he was Chairman of the Committee on Non-Member States of the European Communities .

President of the Republic of Malta

On April 4, 1989 Tabone was elected as the successor to incumbent President Paul Xuereb as the new President of the Republic of Malta. He held this office until the end of his five-year term and was replaced by Ugo Mifsud Bonniċi on April 4, 1994.
