Christian Buchmann (born September 27, 1962 in Graz ) is an Austrian politician ( ÖVP ). From 2005 to 2017 he was regional councilor in the Styrian regional government. From the state election in 2015 he was in the state government Schützenhöfer I for the areas of economy, tourism, European and International Affairs and Culture in the Steiermark responsible. On April 25, 2017, Buchmann resigned as member of the state council after his doctorate was revoked due to plagiarism. From May to December 2017 he was a member of the State Parliament of Styria , and since December 2017 he has been a member of the Austrian Federal Council sent by the State Parliament of Styria .

Life and work

Buchmann graduated from the Bundesgymnasium Carnerigasse Graz in 1981 and then did military service. He then studied business administration at the Karl-Franzens University Graz and the University of California Los Angeles (UCLA) . In 1998 he graduated with a master's degree in social and economic sciences and in 2000 he received a doctorate in social and economic sciences (which was later revoked).

From 1978 to 1981 Buchmann took on functions in the student council. Between 1987 and 1992 he was city chairman of the young ÖVP Graz and from 1990 to 1993 federal finance officer of the JVP. From 1998 to 2003 Buchmann was a deputy club chairman on the municipal council of the provincial capital Graz. In 2004 he took over the office of chairman of the Graz Economic Association, which he remained until 2008. Christian Buchmann has been deputy federal party chairman of the ÖVP since 2007 and regional group chairman of the Styrian Economic Association since 2008.

He began his professional career in 1982 as the state secretary of the Young ÖVP Styria. From 1988 to 1993 he worked as a board manager, trade and environmental officer in the trade section of the Styrian Chamber of Commerce. In 1994 Buchmann took up the post of head of the Graz district office, BureaukratieNotDienst, the start-up service of the Styrian Chamber of Commerce, which he held until 2003. From 2002 to 2003 he was also managing director of the Information + Consulting division of the Styrian Chamber of Commerce. Christian Buchmann was appointed city councilor for economy, science and culture in Graz in 2003. Finally, on October 25, 2005, he was elected as Provincial Councilor for Economy, Innovation and Finance of Styria. After the state elections in Styria in 2010 , Christian Buchmann was confirmed as a member of the Styrian state government on October 21, 2010 , he was given the departments of economy, Europe and culture. The finance department went to Bettina Vollath from the SPÖ.

Plagiarism allegation and withdrawal of the academic degree

In June 2016, against his 2000 dissertation at the University of Graz ( PhD supervisors : ÖVP members Gerald Schöpfer and Otto Petrovic), the dissertation “The economy between the center and the periphery. Approaches to bring customer purchasing power back to the city using the example of the provincial capital of Graz ”by Stefan Weber, the accusation was raised that at least 30% of it was plagiarism from“ Articles in the Wirtschaftsbund newspaper 'Mut', but mostly from German specialist literature ”.

In April 2017, the university revoked his title by revoking the doctoral notification of November 20, 2000. The study law authority of the University of Graz found “serious violations of good scientific practice” in Buchmann's dissertation. Buchmann commented: “I have decided not to appeal against the present decision (the revocation of the academic degree). I have to admit that 17 years ago […] I did not work precisely enough […] ”However, he does not want to resign as a regional economic councilor.

While the ÖVP Styria backed him up and confirmed him in his position immediately after the revocation of the title became known, both the President of the University Conference , Rector Oliver Vitouch and leading members of the Styrian Economic Association, of which Buchmann is a member , demanded his immediate resignation as regional councilor . Buchmann finally announced this for April 25, 2017. Barbara Eibinger-Miedl succeeded him as regional councilor, Buchmann took over her mandate in the Styrian state parliament . In December 2017, he resigned his state parliament mandate and moved to the Federal Council . Detlev Eisel-Eiselsberg succeeded him as a member of the state parliament .
