Majorities in the districts according to parties

The state elections in Styria 2010 took place on September 26, 2010. In addition to the parties already represented in the Styrian Landtag , the Social Democratic Party of Austria (SPÖ), Austrian People's Party (ÖVP), Communist Party of Austria (KPÖ) and The Greens - The Green Alternative (GRÜNE), the Freedom Party of Austria (FPÖ), the Alliance Future Austria (BZÖ), the Christian Party of Austria (CPÖ) and the Party for Environment, People and Work (PUMA). The SPÖ was able to defend its first place in spite of losses with 38.3%, the ÖVP achieved second place after slight losses with 37.2% as in 2005. With 10.7% the FPÖ succeeded in re-entering the state parliament, whereby the FPÖ rose again to the third strongest power after the loss of votes in the 2005 election. The Greens gained 5.6% of the votes after a slight increase, while the KPÖ lost half of its previous mandates with a share of 4.4%. All other parties failed to enter the state parliament. At government level, the SPÖ lost one seat and had four members of the state government Voves II, which was elected by the new state parliament on October 21, 2010, as did the ÖVP. The FPÖ moved into the government with Gerhard Kurzmann as regional councilor.

After a loss of 8.4% and a 38.4% share of the vote in the state elections in Styria in 2005 , the ÖVP under Governor Waltraud Klasnic lost first place for the first time in the history of Styria. The reasons for the defeat were, among other things, a scandal at the state energy supplier ESTAG , the failure of a motorsport project at the Österreichring in Spielberg, the audit report on the Herberstein zoo and the appearance of her former party colleague Gerhard Hirschmann in the state election. The SPÖ was able to benefit most from the losses of the ÖVP, with the SPÖ gaining 9.4% and achieving a share of the votes of 41.7%. Furthermore, the KPÖ was able to achieve strong profits with a plus of 5.3%, which meant that it was able to move back into the state parliament for the first time in 35 years. With 6.3% it even took 3rd place. The Greens, on the other hand, lost a slight share of the vote with a minus of 0.9% and took 4th place with 4.7%. The FPÖ failed to return to the state parliament with only 4.6%, although it had recorded a minus of 7.9% compared to the state elections in 2000. The BZÖ and the Hirschmann list also failed to enter the state parliament.

After the state election, the state parliament elected the state government of Voves , with Franz Voves being elected the first governor of the SPÖ in Styria. The state government of Voves consisted of five representatives from the SPÖ and four from the ÖVP, with the government being formed according to the proportional representation system.

The state elections in 2010 were carried out according to the 2004 state elections and the state constitutional law of 1960. According to this, Styria was divided into four constituencies for the election of 56 members of the state parliament, electoral district 1 comprising Graz and the surrounding area, constituency 2 comprising western and southern Styria, constituency 3 comprising eastern Styria and constituency 4 comprising Upper Styria. A basic mandate in one of the four constituencies is necessary for entry into the state parliament. If a basic mandate has been achieved, the votes of the other constituencies are taken into account in the remaining vote procedure. However, if a basic mandate is not achieved in any constituency, the group applying for election will no longer be considered in the remaining votes. Therefore, no percentage lower limit can be given for entry into the state parliament; it is possible that a party with more votes, but no basic mandate, misses entry, while another with fewer votes receives a basic mandate and several remaining mandates.

In the 2010 state elections, all Austrian citizens who had their main residence in Styria on the cut-off date, July 20, 2010, were 16 years old on the day of the election and were not excluded from the right to vote, had the right to vote. In addition, the name of the person entitled to vote had to be included in the completed electoral roll of the municipality. In order to exclude the right to vote, a final conviction by a domestic court for one or more deliberate criminal acts led to a prison sentence of more than one year , whereby the exclusion ended six months after the execution. In the state elections, all persons who were actively entitled to vote who had reached the age of 18 on election day were passively entitled to vote. For the candidacy of a campaigning party, at least one district election proposal had to be submitted for the state election, although this had to take place between the deadline and August 20, 2010. In addition, a valid constituency proposal requires the signature of a member of the state parliament or the 200 declarations of support, whereby a party not represented in the state parliament would need 800 declarations of support to stand nationwide.

Ballot

In April 2010, the SPÖ and ÖVP parties represented in the state government agreed on September 26th as the election day for the Styrian state election. The state parliament was subsequently dissolved on July 7, 2010 by a resolution of the state parliament in its last session. As a result, from August 9, 2010, the electoral rolls were published in the Styrian municipalities, which could be contested until August 14, 2010.

In addition to the actual election day on September 26, it was also possible to cast a vote on September 17 in every municipality, whereby the polling stations had to be open at least between 6 and 7 p.m. In Styria, 5.68% took advantage of the possibility of early voting, with voter turnout being highest in the Murau district at 10.76% and lowest in the city of Graz at 3.55%. In the case of early voting, however, it was not possible to vote using a voting card. Rather, the voting card could be used to vote in front of a local electoral authority in Styria or a special “flying” electoral authority on election day. In addition, the voting card could also be used for postal votes from within Germany and abroad, whereby postal voting was possible from receipt of the voting card until the last polling station was closed on September 26th. In order to be counted as a valid vote, the voting card must reach the electoral authority no later than the 8th day after the election day at 2 p.m. The application for a voting card had to be submitted to the municipality of residence in writing no later than the fourth day or orally no later than the second day before the election day. A total of 63,219 people or 6.5% of the eligible voters applied for a voting card.

Social Democratic Party of Austria (SPÖ)

Franz Voves (2010)

The Social Democratic Party of Austria (SPÖ) put the incumbent Governor Franz Voves as the top candidate. He stated that the goal of the election was to regain a relative majority, and in the event of failure he announced his resignation. In the run-up to the election, the SPÖ had problems with internal party disputes in the SPÖ-Graz, the disempowerment of the left SPÖ politician Kurt Flecker and inconsistencies in the party-internal foundation.
